Reason for Recommended Action/Background
As approved in adopted budget at the September 27, 2016 BOS meeting, this board item requests approval of the agreement to allocate Pomona Funds to the Yolo County Children’s Alliance to administer the Volunteer Income Tax Assistance (VITA) program.

The VITA program for Fiscal Year 2016-2017 has a goal of providing free tax preparation assistance in an effort to promote as many lower income Yolo County residents as possible to file their State and federal income taxes and claim any credits for which they qualify, including earned income tax credit, child tax credit, and education tax credit. Funds received will be used to support a County-wide VITA Coalition Coordinator as well as direct service staff to provide tax preparation assistance and IRS required quality control oversight. Yolo County Children’s Alliance, in partnership with Empower Yolo – Center for Families, and RISE Inc. (the Yolo VITA Coalition), will coordinate program activities. Program volunteers, interns and AmeriCorps members, and well as regular staff will receive IRS income tax preparation services training in order to adequately provide free income tax preparation assistance to households that are eligible for the service.

On September 27, 2016 the Yolo County Board of Supervisors voted to approve the Fiscal Year 2016-2017 Adopted Budget, including the provision of $75,000 from the Fiscal Year 16-17 Pomona Funds allocation Yolo County Children’s Alliance for the purpose of implementing the VITA work plan from July 1, 2016 to June 30, 2017.
