Reason for Recommended Action/Background
The City of Sacramento (city) requires the disposal services of a permitted landfill or disposal site for the waste material (residuals) which are generated during the water treatment process for the city's drinking water. The Yolo County Central Landfill (landfill) is the closest location for proper handling of the residuals. The agreement identifies the city's and county's respective responsibilities and the fees associated with the scope of services described in the agreement.
 
During the June 5, 2007 Board of Supervisors update on the division's activities, the Board of Supervisors directed staff to arrange for contracts for waste disposal from out-of-county entities, as long as current in-county disposal was not adversely affected.  In September 2008, the Board of Supervisors approved the first one-year agreement with the city for acceptance of water treatment plant residuals.  On July 14, 2009, the Board of Supervisors approved the second agreement, which was extended to June 29, 2010 and on September 27, 2011 the Board approved the most recent agreement which expired June 30, 2016.  This agreement's term expires on June 30, 2022.
 
The city has two drinking water treatment plants that provide approximately 90 percent of the drinking water to its residents.  Part of the treatment process involves the filtering and settling of sediments in the water after it is pumped from the Sacramento and American Rivers. This process generates approximately 6,000 to 9,000 tons of waste material each year. Due to the addition of Alum to the water to aid in settling and removing the solids, the city is required to use a permitted disposal facility.
 
The landfill will continue to use the material beneficially, as the landfill is in need of soil for daily and interim cover, and general fill for construction of new landfill cells.  Due to the Aluminum content, the material will be used in such a manner that it is not exposed to storm water.  In addition, no storm water runoff leaves the landfill property.

Staff worked with the Utilities Department of the City of Sacramento as well as the City's legal staff and the Yolo County Counsel's office which approved the agreement as to form.
