Recommended Action
Authorize the Chair to sign and submit the letter to the Central Valley Flood Protection Board and the Department of Water Resources supporting the addition of the Conaway Ranch Levee Setback and Transitory Storage proposal for further study in the 2017 update to the Central Valley Flood Protection Plan.

Reason for Recommended Action/Background
The letter, provided as Attachment A, expresses support for further study of a conceptual proposal by Conaway Ranch to build a setback levee on the west side of the Yolo Bypass that may provide increased flood protection for the City of Woodland and may also reduce peak flood elevations within the Yolo Bypass. The conceptual levee alignment could facilitate relocation of the existing rail line that crosses the Yolo Bypass parallel to Interstate 5. Additional benefits may include: increased flood protection for Interstate 5; increased flood protection for the Yolo County Landfill; potential right-of-way for the regionally supported rail relocation project; and increased flood protection for the industrial area of Woodland located east of County Road 102. 

The City of Woodland and Conaway Ranch have presented this conceptual proposal to the Lower Sacramento -  Delta North Regional Flood Management Project Delivery Team.  The Team consists of representatives from Yolo County, Solano County, Solano County Water Agency, RD 2068, the Sacramento Area Flood Control Agency, and the West Sacramento Flood Control Agency. Collectively, the Team supported further study of the conceptual proposal so that the potential benefits and impacts can be analyzed for consistency with the Flood Project Regional Flood Management Plan.

Staff has collaborated with the Regional Flood Management Project Delivery Team, City of Woodland staff, Conaway Ranch staff, and the Delta Subcommittee of the Board of Supervisors.
