Approve Renewal Agreement with Dignity Health Medical Foundation dba Woodland Memorial Hospital, a Service of Dignity Health Medical Foundation in the amount of $150,000 for acute psychiatric inpatient hospital services to Yolo County residents who are in need of such services for the period July 1, 2016 through June 30, 2017. Recommended Action
  1. Approve Renewal Agreement with Dignity Health Medical Foundation dba Woodland Memorial Hospital, a Service of Dignity Health Medical Foundation in the amount of $150,000 for acute psychiatric inpatient hospital services to Yolo County residents who are in need of such services for the period July 1, 2016 through June 30, 2017.
  2. Delegate authority to the Director of the Health and Human Services Agency or her/his designee to sign and execute any additional documents and/or amendments relating to this Agreement including increases not exceeding $350,000 per fiscal year.

Reason for Recommended Action/Background
California state law mandates that psychiatric inpatient hospital services be provided to eligible Medi-Cal and non-Medi-Cal mental health consumers.  Woodland Memorial Hospital is the designated and responsible hospital to provide such services to Yolo County residents age 18 or older who meet State Welfare and Institutions Code criteria and/or who are a danger to self, others or are gravely disabled and require inpatient acute psychiatric services.  For the Medi-Cal eligible inpatient services, the hospital is responsible to claim for federal reimbursement.  The non-federal reimbursable portion of these services is funded by Yolo County Health and Human Services Agency (HHSA) realignment, which is offset from the state payment to HHSA. 
 
HHSA and the hospital staff work closely to coordinate and ensure quality services are continuously made available to eligible clients.  Both parties recognized and agreed their responsibilities, medically and financially. 
 
On March 10, 2015, the Board of Supervisors approved delegation of signing authority to the Health Services Director for up to $350,000 per provider per fiscal year, and to the County Administrator for up to $500,000 per provider per fiscal year for the provision of residential (24/7) care to children, youth, and adults living with serious emotional disturbance, serious mental illness, and/or substance use disorders.  Now that Health Services has integrated into one agency, HHSA is requesting approval of this delegated authority to the HHSA Director or her/his designee to sign any additional documents and/or amendments relating to this Agreement.
 
This contract was delayed due to negotiations with the hospital regarding the rates for FY16-17.
 
Approving this agreement will allow vital treatment services to be available and/or continued for eligible clients.

Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to the Yolo County Health and Human Services Agency, formerly known as the Department of Alcohol, Drug and Mental Health for certain exceptions to the contract procurement policy.  According to this approval, hospital providers are classified as “Any willing providers” and are exempt from the competitive bid process.
