Recommended Action
  1. Approve agreement with Omni Means, Ltd in the amount of $499,500 for a term of six years to provide roundabout and traffic signal feasibility and design services for the County Road 98 Bike and Safety Improvements Project. 
     
  2. Delegate authority to the Director of Community Services and/or the Assistant Director for Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement.

Reason for Recommended Action/Background
Approval of the agreement will provide roundabout feasibility, intersection engineering, and design services for the County Road 98 Bike and Safety Improvement Project, Phase II (CR 98 II Project).  Omni Means will bring expertise to assist in the decision as to what intersection alternatives are optimal for the project, and will prepare the final roundabout designs, if selected, to be used in the construction of this project.
  
Background
 
The CR 98 Phase II project will extend the improvements completed in 2014 between Woodland and County Road 29 southward to the Solano County line.  The project received federal transportation funding for preliminary engineering and project development through the Sacramento Council of Governments (SACOG) in the amount of $1,593,400.
 
Alternatives for improvements at the intersections of CR 98 with CR 31, CR 32 (Russell Boulevard) and Hutchison Drive include traffic signals and roundabouts.  This contract will provide the County with experts in traffic signal and roundabout design and operation.  The consultant will evaluate the feasibility of these intersection improvements, prepare alternative alignments, engage the public in the review of the alternatives, and provide engineered designs for the roundabouts if selected for the project.  The final selection of which alternative to move forward with is expected to be brought to your Board for approval in 2017.
 
A request for proposals (RFP) for these intersection design services was advertised on Bidsync, beginning on August 15, 2016.  A notice of the RFP advertisement was also emailed directly to firms known to be experts in roundabout design.  Only one proposal was received by the deadline of September 12, 2016. 
 
A selection committee of two Public Works staff engineers and a University of California, Davis staff engineer reviewed the proposal and conducted an interview with Omni Means.  Although only one proposal was received, the selection committee was unanimous in their opinion that the content of the proposal and the qualifications of the consultant’s staff selected for this contract are excellent.  Additionally, reference checks of Omni Means revealed a firm that has extensive experience in the design of controlled intersections and served their clients well.  Based on the requirements in the RFP, and following federal procedures required to ensure the costs of the services qualify for federal reimbursement, it is recommended to contract with Omni Means, Ltd.

University of California, Davis assisted in reviewing the proposal and the interview process.    
County Counsel approved the contract as to form.

The cost for this six year contract will be spread over the entire term.  Sufficient funds have been included in the FY 2016/17 road fund budget for the anticipated work in this fiscal year.  In future years, funds for this contract will be included in the recommended budgets.  Federal transportation funds will reimburse the road fund at 88.53% for a maximum of $442,207.  The minimum matching local funds are $57,293.  These funds are available in the road fund.
