Recommended Action |
- Approve agreement with California Forensic Medical Group (CFMG) in the amount of $9,398,222 to provide comprehensive medical services to detainees of the Yolo County Jail and youth of the Yolo County Juvenile Detention Facility for the period December 1, 2016 through June 30, 2019; and
- Approve agreement with California Forensic Medical Group (CFMG) in the amount of $1,563,402 to provide comprehensive behavioral health services to detainees of the Yolo County Jail and youth of the Yolo County Juvenile Detention Facility for the period December 1, 2016 through June 30, 2019.
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to these Agreements.

Reason for Recommended Action/Background |
Yolo County is mandated to provide effective and quality basic medical, dental and behavioral health services to detainees of the Yolo County Jail and to youth of the Yolo County JDF. In an effort to continue to comply with federal and state mandates, Health and Human Services Agency (HHSA) along with the Probation Department and Sheriff’s Department have reviewed services currently provided to this population and how to better serve detainees and youth.
On December 3, 2015 HHSA issued two RFPs to provide comprehensive medical services and comprehensive behavioral health services. HHSA worked collaboratively with the Probation Department, the Sheriff’s Department and the County Administrator’s Office (CAO). All parties were involved in the development of the RFP and evaluation of the bids received.
As a result of the RFP solicitation, HHSA received two proposals. The evaluation team consisted of a representative from HHSA, Probation, Sheriff, CAO and an outside agency. The proposals for each service were reviewed independently and the evaluation team ranked CFMG’s proposals for comprehensive medical services and comprehensive behavioral health services the highest. Therefore, HHSA is recommending to the Board of Supervisors that CFMG be approved to provide comprehensive medical services and behavioral health services from December 1, 2016 through June 30, 2019.
Approval of this Agreement will allow services to continue without a gap or transition period for detainees of the Yolo County Jail and youth of the JDF, as CFMG is the current vendor for these services.
Both Agreements are funded by county general funds for the period December 1, 2016 through June 30, 2019 for the amounts as detailed below:

Performance Measures:
These contracts provide explicit performance thresholds for the vendor to meet. Rather than being separated into a performance document, they are embedded in the scope of work. Staff will be working on summarizing the measures and developing appropriate reporting mechanisms.
Competitive Bid Process:
On December 3, 2015, HHSA issued two (2) RFPs, one for Comprehensive Medical Services and the other for Comprehensive Behavioral Health Services. On March 9, 2016 HHSA posted via BidSync a Preliminary Intent to Award Notice for Comprehensive Medical Services and a Preliminary Intent to Award Notice for Comprehensive Behavioral Health Services. |

Yolo County Health and Human Services Agency, Probation Department, Sheriff’s Department, County Counsel and the County Administrator’s Office have participated and worked closely throughout the RFP development and evaluation process.
All parties involved have reviewed the proposed Agreements. County Counsel has approved the Agreements to form.

Both Agreements will be funded by county general funds. Expenditures and Revenues are included in the adopted budget for Health and Human Services Agency for fiscal year 2016-17. HHSA will budget the funding accordingly for future fiscal years.
