Reason for Recommended Action/Background
The agreement will bring additional revenue to the landfill and county’s general fund, and help stabilize garbage tipping fee rates to cities within Yolo County. The recommended action is based on the direction from the Board of Supervisors to secure additional waste as part of the division’s business plan.

On June 10, 2008, the Board of Supervisors approved the first waste agreements for disposal of out-of-county waste at the Yolo County landfill. The agreements were approved because contracting for additional waste helps to ensure that the landfill meets the CalRecycle’s and Central Valley Regional Water Quality Control Board’s (CVRWQCB’s) targeted closure date for the landfill's unlined waste cells , reduce the cities’ and Yolo County’s exposure for unfunded liability if CalRecycle required the county to close unlined landfill cells prior to reaching capacity, and help provide tipping fee rate stabilization for Yolo County residents and businesses.

The County Landfill’s Solid Waste Facility permit allows the landfill to accept up to 1,800 tons per day of discarded materials. Approximately 1,200 tons per day of municipal solid waste, recyclable, or other discarded materials, is currently accepted. Therefore, another 600 tons per day is allowed under the landfill’s Solid Waste Facility Permit.

During the last several years, import waste agreements have brought the landfill up to 125 additional tons per day. Since 2008, the landfill has received approximately 200,000 tons under the import agreements with Atlas. Atlas has paid about $5.2 million in tipping fees for disposal, and about $1,000,000 in host fees. To date the general fund has received over $600,000 in host fees, and staff estimates that the general fund will receive a minimum of $25,000 in FY 2017.

The proposed waste disposal agreement with Atlas Disposal has generally the same terms and conditions as previous import waste disposal agreements approved by the Board of Supervisors. The estimated minimum annual tonnage of this agreement is 8,300 tons.

The estimated annual minimum revenue value of the Atlas Disposal Industries import waste agreement is approximately $258,000. This revenue will be distributed as follows, $208,000 for the sanitation enterprise fund, $25,000 in revenue for the county’s general fund, and $25,000 to be divided between the cities that have waste stream agreements with the Yolo County Central Landfill and the Division of Integrated Waste Management.
