Recommended Action
Approve the agreement with ECS Refining, LLC (ECS) for storage, transportation, and recycling of electronic waste for the Division of Integrated Waste Management (division) for the term of November 4, 2015 to November 3, 2018.

Reason for Recommended Action/Background
The Yolo County Central Landfill (landfill) and Esparto Convenience Center Transfer Station (transfer station) currently accept discarded televisions, computer monitors, and other electronics free of charge from residents and businesses.  Our current agreement for Electronic Waste Recycling Services expires on November 3, 2015.  ECS is a highly-qualified electronics waste recycling firm, and is offering the best pricing and operational assistance to the County for the requested services. In addition to continuing to provide this service at the landfill and transfer station, the approval of this agreement will also continue to provide the much needed collection and recycling of electronic waste for the Yolo County Information Technology Division (ITD) for its countywide disposal needs.

On September 18, 2015, the division released a request for proposals using the county’s web-based BIDSYNC service.  The four electronic recyclers who responded with proposals were ECS, California Electronic Asset Recovery (CEAR), Tycoon Logistics, and Electronic Recycling International (ERI). Each proposal had a different method by which they could provide the similar services including storage bins, transportation and recycling of the collected electronic waste materials; however, ECS proposed the most operationally sound offer, which will result in keeping the program either free or at a lower cost to the division and our customers.   ECS is able to recycle approximately 99% of all of the material after processing.
 
In March 2001, the Department of Toxic Substances Control reaffirmed that televisions, computer monitors and other items containing cathode ray tubes are considered hazardous. They cannot be disposed of in solid waste municipal landfills such as the Yolo County Central Landfill. Since that time, the division has implemented an electronics waste recycling program.  The landfill and transfer station currently accept televisions, monitors, computers and computer peripherals, and other electronic waste, free of charge.

If the agreement is approved the division will continue the current program conducted at the landfill and transfer station of accepting televisions and computer monitors and other miscellaneous electronics free of charge from residents and businesses. However, current recycling market conditions have significantly reduced the revenue and increased the costs to recycle the miscellaneous electronic materials collected under this program.  Therefore, the division will utilize the next six months of this contract to establish whether or not to propose a fee for future implementation on the miscellaneous electronics that are banned from landfill disposal and are more costly to recycle.  If it is determined that a new fee is required to cover the costs of the program, the new fee would be implemented following Board approval no earlier than July 2016.

The operations of the landfill and the transfer station transfer station are funded through disposal fees collected from customers arriving at these facilities.  No general fund money is used in the operation of the landfill or transfer station .
 
This three-year agreement will allow the division to continue to provide electronic waste recycling to the public through November 2018.  Based on the historical tonnage collected at the landfill and transfer station, the county will receive an estimated $70,000 in revenue annually from ECS for all universal electronic waste covered under SB20, plus CPUs. However, this revenue stream only partially offsets the division’s expenses for the collection of all other miscellaneous electronic waste (such as small household appliances, printers, electronic toys, etc.) which is estimated to total $77,000 annually, $30,000 in payment to ECS for recycling services and approximately $47,000 in additional County labor, for an estimated net annual cost of  $7,000.
