Adopt plans and specifications for construction of the County Road 95 Bridge Replacement Project over Dry Slough. (No general fund impact) (Echiburú/Razo)
Recommended Action
  1. Adopt plans and specification for the CR 95 Bridge Replacement Project over Dry Slough;
     
  2. Authorize the Director of Public Works to sign the Notice to Bidders;
     
  3. Authorize the Department of Community Services to advertise for competitive bids;
     
  4. Authorize the Director of Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director of Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

These actions will allow the department to solicit competitive bids, once Caltrans authorizes the project for construction, and expedite the contract award.
 
Background
 
The bridge is located on County Road (CR) 95 over Dry Slough, approximately 300 feet north of CR 31, west of the City of Davis (see Attachment A for a location map).  The existing 21-foot wide bridge, built in 1930, was classified by Caltrans as functionally obsolete with a sufficiency ratio of 47.7 of 100.  The new bridge will be 40-foot wide comprised of two 12-foot lanes and eight-foot shoulders.  During construction, a two-way on-site detour will be provided to allow the West Plainfield Fire Department access to the southern portion of the fire district and allow continued access for the surrounding community.  The CEQA mitigated negative declaration for this project was approved on September 7, 2017.  The NEPA categorical exclusion was approved on October 13, 2017.
 
A request for authorization to proceed with construction was submitted to Caltrans on October 7, 2019.
 
Early advertisement will help the County receive better bids and allow the contractor to start work as soon as environmental restrictions allow.  The project will take approximately 120 working days to complete and is expected to be completed in 2020.

The engineer’s estimate is $2,613,000.  Sufficient funds were included in the FY 2019/20 Road Fund budget.  The total cost will be reimbursed by federal transportation funds at a rate of 100%.
