Recommended Action
  1. Hold a public hearing and consider the installation of bollards across Poplar Lane;
     
  2. Adopt a resolution to approve the installation of the bollards;
     
  3. Direct the Clerk of the Board of Supervisors to record a certified copy of the adopted resolution; and
     
  4. Direct Public Works staff to install the bollards.

Reason for Recommended Action/Background
Poplar Lane is an alley in Clarksburg that runs between North School Street and North Center Street and is being considered for bollard installation that will block vehicular traffic seeking to pass through the alley, but will allow existing residents to access the back of their lots. The bollard placement considered will bisect the alley about 165 feet east of North School Street (see Attachment A for a site map of the area).
 
Staff's research of this issue was prompted by a complaint received by Supervisor Villegas’ office, which indicated that vehicles were using Poplar Lane at excessive speeds. Early alternatives considered included having the the Public Works division perform work in the alley to prevent speeding. However, the alley while a public right-of-way, has never been accepted into maintained mileage.
 
It was reported to staff that the alley was previously overgrown with trees and vegetation and only used as pedestrian access for children walking to school. To improve the safety of the pedestrians, local residents cleared the vegetation which subsequently made allowance for through vehicular traffic.
                               
In advance of this public hearing, staff noticed all residents within a 300-foot radius of the alley and the local fire district, so that the concerns from the public can be heard before deciding. If the Board chooses to adopt the resolution approving the bollard installation, staff will coordinate the installation using $5,000 previously budgeted for this purpose out of the Rural Community Investment Program fund.
