Recommended Action
  1. Receive presentation by Health and Human Services Agency staff on the Mental Health Services Act (MHSA) Community Planning process to develop the new MHSA Three-Year Program and Expenditure Plan for fiscal years 2020-2023; and
     
  2. Provide feedback and input on the proposed planning process.

Reason for Recommended Action/Background
The Yolo County Health and Human Services Agency (HHSA) has begun its Community Program Planning (CPP) process to develop its new Three-Year MHSA Program and Expenditure Plan for 2020-2023. The process was launched in September 2019 and is being led by HHSA Community Health Branch staff in collaboration with staff from C.A.R.E. Consulting Group.  

The MHSA community planning process will occur in three broad stages:   
  • Stage 1 (September - November 2019)
This stage centers around activities to educate partners on the MHSA planning process, build an ongoing community engagement work group to provide feedback on MHSA's work, and the collection of information from key stakeholders, community partners and residents to help inform the new plan's priority areas; 
  • Stage 2 (December - March 2020)
In collaboration with the MHSA community engagement work group and HHSA staff, this stage will focus on reviewing the community feedback collected in stage 1 to develop the priority areas for the new plan;
  • Stage 3 (March - June 2020)
The final stage will focus on final plan review and feedback by key county stakeholders including the Local Mental Health Board and the Board of Supervisors, the issuing of requests for proposals for service delivery, and executing service contracts with providers.          

Critical to this planning cycles activities is the development and fostering of a Community Engagement Work Group (CEWG) which will be an ongoing work group of community stakeholders, service providers, and residents that will support MHSA planning and assessment activities throughout the Three-Year planning cycle. The CEWG members will meet regularly throughout the MHSA Plan development process and will assist with examining the feedback from the community focus groups and key stakeholder interviews to help determine priorities areas for the 2020-2023 plan.

In addition to the CEWG, this cycle’s planning process is also placing an emphasis on soliciting feedback from a large variety of key partners and communities within the county.These populations include:
  • Adults and older adults with severe mental illness
  • Families of children, adults, and older adults with severe mental illness
  • Service providers
  • Law enforcement agencies
  • Educational institutions
  • Alcohol and drug services providers
  • Veteran services providers
  • Healthcare organizations
  • Child Welfare staff
  • District attorney and public defender staff
  • Food Bank
  • Rotary Club
  • Social service agencies
  • People with disabilities
  • Marginalized groups and communities (e.g. Native, Russian, homeless, Black, LBGTQ+, etc.)   
 
Finally, as part of the planning and priority development process, staff will also be drawing on several existing county plans to help inform the MHSA plan. These include the current and newly proposed Yolo County Strategic Plans, Community Health Needs Assessment 2020-2023, Community Corrections Partnership Strategic Plan, Yolo County Community Health Improvement Plan, and others.   

History
The Mental Health Services Act, passed in 2004 as Proposition 63, provides for a 1% tax on personal incomes over $1 million. This  revenue is divided by formula and distributed directly to counties to expand and transform the mental health system while meeting the needs of unserved or underserved consumers. On a triennial basis, each county is required to submit a program and expenditure plan for use of these funds, followed by two annual updates to the plan.
HHSA is presently preparing to submit its next MHSA Program and Expenditure Plan in advance of Fiscal Year 2020-2021, the first year of the next three-year cycle.
