Recommended Action
  1. Accept as complete the construction of the South River Road and Old River Road Guardrail Replacement Project performed under Agreement 5555-2020-3011-MBI by Midstate Barrier, Inc.; and
     
  2. Authorize the Director of Public Works to sign and record the Notice of Completion of the South River Road and Old River Road Guardrail Replacement Project.

Reason for Recommended Action/Background
Midstate Barrier, Inc. substantially completed construction of this project on August 15, 2019, in accordance with the contract plans and specifications. The Board of Supervisors' acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be formally closed out.

BACKGROUND

South River Road and Old River Road were candidates for a federal grant through Cycle 8 of the Highway Safety Improvement Program (HSIP). Yolo County was awarded the safety funds through a statewide, competitive application process to replace existing guardrail with new guardrail systems up to current standards. The locations listed below were identified as experiencing more accidents, likely due to higher traffic volumes, and thus were the primary focus for this project to improve motorist safety. The federal HSIP grant paid 100-percent of the project costs, including design and construction administration.

The County Roads (CR) where guardrails were replaced are shown on the location map (see Attachment A) and listed below:

The county roads along the Sacramento River are located on top of a levee, and generally have an extremely limited road shoulder and recovery area. Guardrail standards have changed recently, and the existing guardrails were lower than the new standard height, which is measured from the pavement surface. The new guardrail and end-terminal systems were installed to the current standard height with steel posts (instead of the traditional treated wood posts) to improve safety for motorists along these narrow river roads.

Caltrans administers the federal HSIP funds for the project.
Competitive Bid Process
The competitive bid process was completed in accordance with state and federal laws.  The project was advertised on April 29, 2019, and bids were opened and read publicly at the Department of Community Services on May 30, 2019.  Four bids were received at the bid opening ranging from $936,171.50 to $1,155,555.00.

Midstate Barrier, Inc. was the lowest bidder and following receipt of the contractor’s bond and insurance certificates, the contract was executed on June 25, 2019.

Further explanation as needed:
Sufficient funds were included in the FY 2018/19 budget for award of the contract.  Funds were included in the FY 2019/20 recommended budget to complete construction.  Federal Highway Safety Improvement Program funds have been allocated up to $1,314,391 (County received approval for an additional $114,391 in the event that construction prices ended up higher than estimated). The County will be reimbursed up to that amount for all construction costs including construction engineering.
