Recommended Action |
Approve the recommendation from the Art Advisory Committee of artist to be selected for commission for the Erwin Meier Administration Building, Board of Supervisors Chambers, Woodland;
- Direct YoloArts to contract with the selected artist;
- Direct YoloArts, with the Art Advisory Committee, to oversee the fabrication and installation of the artwork at the facility.

Reason for Recommended Action/Background |
The proposal chosen by the Art Advisory Committee is recommended and submitted by the Yolo County Arts Council dba YoloArts, for this project.
SELECTION PROCESS:
- A Request for Proposals was completed and distributed via YoloArts website, social media, and monthly email campaigns. Distribution started a month prior to the submission deadline, June 20, 2018. Due to limited proposals the submission deadline was extended to July 2, 2018.
- YoloArts received 9 proposals that were submitted for consideration in accordance with the Request for Proposals.
- The Art Advisory Committee reviewed all artist qualifications and proposed artwork submitted on July 3rd, 2018.
- The Art Advisory Committee was comprised of designated representatives of Supervisor Provenza, Supervisor Chamberlain, and Supervisor Rexroad; along with Kevin Blackman, Facilities Superintendent; Kyle Monhollen, Artist/Educator, and Drucella Miranda, former manager of Taller Arte del Nuevo Amanecer.
- The Art Advisory Committee selected 3 finalists from whom to request additional site-specific details. Finalists were given 10 days to schedule a site visit, if desired, and submit additional information.
- The Art Advisory Committee reviewed all additional information from the 3 finalists on August 23, 2018.
- In January 2019, each member of the Board of Supervisors was asked to help provide inspiration to the artist for creation of the final composition. During February and March 2019, YoloArts was provided lists of geographic, architectural, or symbolic features that best described individual districts. Feedback was shared with the artist and integrated where appropriate.
ARTIST AND PROPOSED PROJECT:
The recommended proposal was submitted by artist Joseph Bellacera. (The artist proposal and qualifications are included in Attachment A).
Yolo Wonder
Yolo Wonder is a two-piece, long horizontal panoramic with overlapping panels, which fits naturally and esthetically complements the architectural space available. Each panel (left approx. 16”H x 79”W, right approx. 16”H x 41”W) will depict, in a very contemporary and elegant way with oil and acrylic paints, the beauty of Yolo County from an elevated position exploring the topography, color, and agricultural patterning. Integrated into the wall directly behind the dais, the mural would aesthetically enhance the chambers for members of the public, county staff, and elected officials, whether they be in chambers or viewing
the online video feed remotely. Of the proposals submitted, this project is recommended as it provides a unique sense of place and acknowledges the role of the Board of Supervisors as stewards of the diverse people and places of Yolo County.
This project began last fiscal year and therefore funding was carried forward in the 2019-20 recommended budget. |
