Recommended Action |
- Hold a public hearing;
- Determine that a Categorical Exemption is the appropriate level of environmental documentation in accordance with the California Environmental Quality Act (CEQA) and Guidelines (Attachment B);
- Adopt the proposed Findings for the creation of a Farmland Security Zone (Attachment C); and
- Adopt resolution (Attachment E) designating the subject properties (APNs 042-060-006, 042-060-007 and 042-070-009) as a Farmland Security Zone, and approve the rescission of Williamson Act Land Use Agreement Nos. 18-204 and 70-545 (Ag Preserve No. 28) and establishment of new Farmland Security Contracts (Attachment D) in accordance with the Conditions of Approval (Attachment F)

Reason for Recommended Action/Background |
The Yolo County Williamson Act Guidelines set forth the County’s policies and procedures for implementing the Williamson Act program (Attachment G). The guidelines specify the eligibility criteria for a parcel to enter into a Williamson Act or Farmland Security Zone ("FSZ") contract.
The primary differences between a standard contract and Farmland Security Zone contract is the FSZ contract term is double the length of a standard Williamson Act contract (18 years compared to 9 years) and FSZ contracts may only be established on properties within three miles of a LAFCo-adopted city Sphere of Influence. Property owners already subject to a Williamson Act contract may request to rescind the existing contract and enter into a new Farmland Security Zone contract, provided the eligibility criteria is satisfied.
The project request is to establish a Farmland Security Zone, so that two Williamson Act Land Use Agreements (#18-204 and #70-545) covering three parcels can be rescinded and simultaneously re-enter into new Farmland Security Zone Contracts (Attachment D). The three parcels, APNs 042-060-006, -007, and 042-070-007, are each approximately 160-acres, and located on the east side of County Road 102, south of Woodland and north of Davis, and they satisfy the above mentioned eligibility criteria, including being located within 3-miles of a city Sphere of Influence.
Staff recommends approval of establishing a new Farmland Security Zone for the purpose of establishing new FSZ contracts which supports Yolo County's commitment to agricultural conservation and preservation. |

A Request for Comments was circulated and no comments were received. The project request was taken to the Yolo County Planning Commission on September 12, 2019 (Attachment H). The Planning Commission voted 7-0 to recommend that the Board of Supervisors establish the project properties as a Farmland Security Zone so that the existing Williamson Act Contracts may be rescinded and be replaced with new Farmland Security Zone contracts. |
