Reason for Recommended Action/Background |
In 2018, data collected by the Yolo County Car Seat Safety program from local car seat safety check-up events and one-on-one appointments revealed that 82 percent of car seats checked showed some type of misuse. These results are nearly double the rate compared to the findings from a 2011 study conducted by the National Highway Traffic Safety Administration (NHTSA).
According to the Center for Disease Control and Prevention (CDC), injuries due to motor vehicle crashes continue to be one of the leading causes of death for children in the United States. There are estimated to be 26,963 children under the age of ten years of age living in Yolo County. Local SWITRS data indicates increases in the total number of collision involved injuries occurred in Yolo County and a steady injury rate for children under the age of six years of age. As a result, continued car seat safety education and activities throughout Yolo County are needed.
Further, based on Yolo County’s diverse cultural demographics, it is vital for the County to deliver linguistically relevant and culturally appropriate educational services and resources to its residents.
The primary goals to be addressed with this grant funding are as follows:
- Reduce the number of persons killed in traffic collisions.
- Reduce the number of persons injured in traffic collisions.
- Reduce the number of vehicle occupants killed under age eight.
- Reduce the number of vehicle occupants injured under age eight.
- Increase child safety seat usage.
- Reduce percent of children 4-7 years of age injured in a crash.
- Increase the number of recycled child safety seats.
The grant encourages efforts directed towards highly publicized child safety seat checkups to promote correct usage at community locations, including shopping centers, car dealerships or preschools, with an effort to reach parents or caregivers. Community based efforts are paramount for efficient reduction of injuries/deaths to children under the of eight years.
Staff hereby recommends approval of the grant agreement (Grant no. OP20018) with CA-OTS for the period of October 1, 2019 through September 30, 2020, to allow Yolo County to receive funding in the amount of $190,000 to support outreach/educational strategic efforts to reduce the number of Yolo County children under the age of eight years old killed / injured in vehicular crashes. |
