Reason for Recommended Action/Background
At the July 16, 2019 Board of Supervisors' Strategic Planning Session the Board requested a presentation on the City of Woodland's Aquifer Storage and Recovery ("ASR") program. Tim Busch, Principal Engineer to the City of Woodland and the General Manager of the Woodland-Davis Clean Water Agency, will provide an overview of the ASR program and report on its performance.

ASR Program Background
The Woodland-Davis Clean Water Agency ("WDCWA") began delivering surface water to the cities of Woodland and Davis, as well as the University of California at Davis, in 2016. WDCWA has obtained surface water diversion rights from the Sacramento River, however a portion of those water rights are subject to curtailments by state/federal agencies. To ensure adequate water supply and quality, the City of Woodland developed an aquifer storage and recovery program.

What is ASR? Aquifer storage and recovery is an inexpensive way to store large quantities of water underground. It involves the direct injection of surface water supplies into an aquifer for later recovery and use. The injection and extraction is done through wells. In this case, the City of Woodland injects water that was extracted from the Sacramento River and then treated for potability into several ASR wells within the City. The City is essentially "banking" water when there are excess supplies for later use when the supply is not adequate to meet demand.

Staff has collaborated with the Clerk of the Board, the Yolo Subbasin Groundwater Agency, the Water Resources Association of Yolo County, and City of Woodland staff on this item.
