Reason for Recommended Action/Background |
On April 9, 2019, the Yolo County Board of Supervisors approved a Flood System Repair Project ("FSRP") funding agreement with the California Department of Water Resources ("DWR") to receive $2,418,250 for the repair and rehabilitation of the Huff's Corner segment of the Cache Creek levee system (Minute Order No. 19-60). This project is referred to as the Huff's Corner Levee Repair and Rehabilitation Project.
The work plan subject to the FSRP agreement includes two major projects: 1) a full raise of the Huff's Corner levee segment; and 2) a reconfiguration of the Cache Creek channel adjacent to the levee segment to control bank erosion. These projects are crucial to improving the performance and stability of the levee, as it is currently not tall enough to provide sufficient freeboard during high-water events and the creek channel in this reach is being pushed against the levee by an in-channel island, causing the levee, and County Road 18 that sits atop of it, to be undercut.
MBK Engineers is currently under contract with the County to provide district engineering services for the Cache Creek levee system, as well as the County Service Area Six levee system that protects the Knights Landing basin. As district engineer for these systems, MBK Engineers is responsible for providing all necessary levee design and engineering services. The County has a separate agreement with MBK for On-Call District Engineering Services, which is capped at $15,000 per fiscal year.
The work authorization subject to this staff report would allow MBK Engineers to provide project management, engineering and design services, and construction management services for the Cache Creek Huff's Corner Levee Repair and Rehabilitation FSRP project described above. Specific duties to be performed through this work authorization include:
Project Management - This effort consists of project management support; coordinating construction-level plans and specifications; bidding and contract support; CEQA coordination; construction management; grant management; and report preparation.
Engineering and Construction Management - This effort consists of developing standard plans and cross sections; specifications; bid solicitation package; field inspections; contractor coordination; and Quality Assurance reviews of completed works.
All costs associated with these services are fully reimbursable through the FSRP grant. This work authorization will have a not-to-exceed amount of $124,000. |

Staff has collaborated with Department of Financial Services, the Cache Creek Technical Advisory Committee, and the State Department of Water Resources. Future collaborations will include the Department of Community Services and the landowners in the project area. |
Competitive Bid Process |
This work order authorization increases the allowable expenditures by the current contracted district engineer. All costs are fully reimbursable through the FSRP grant.
On-Call Contracts were solicited and reviewed in compliance with all Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in May 2017. The Procurement Division has been involved with the solicitation process. |
