Reason for Recommended Action/Background |
The Patient Protection and Affordable Care Act of 2010 established the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program to provide an opportunity for collaboration and partnership at the federal, state, and community levels to improve outcomes for families who reside in at-risk communities through evidence-based home visiting programs. The State of California Home Visiting Program (CHVP) strives to develop collaborative community systems that protect and improve the health and developmental outcomes for California’s pregnant women, parents, and families.
The purpose of this fourth amendment is to keep critical MIECHV/CHVP services in place while the Yolo County Health and Human Services Agency (HHSA) finalizes the negotiation process for the new agreement with YCCA to expand the existing MIECHV/CHVP services via an HHSA Healthy Families America (HFA) Program.
The HHSA HFA program represents one of several home visiting efforts housed in HHSA’s Maternal, Child & Adolescent Health Program to meet the needs of the Yolo County Maternal, Child and Adolescent (MCAH) population, as identified in the Title V, 5-year needs assessment.
The purpose of the HHSA HFA program is to provide leadership and coordinate maternal and early childhood systems and supports to advance federal, state, and local efforts to improve the health and well-being of families in California. In accordance with Federal MIECHV and State CHVP requirements, the goals for an HHSA HFA program are to:
- Cultivate strong communities
- Promote maternal health and well-being
- Improve infant and child health development
- Strengthen family functioning
Staff recommends approval of this amendment. No change is being proposed in the performance measures of this agreement. |

Competitive Bid Process |
In 2015, services under the original agreement were solicited and contracted via sole source that was approved by the Department of Financial Services.
In May 2019, HHSA released a request for proposals seeking responses from qualified entities to provide services under the Healthy Families America Program, which will replace the home visiting services contracted to YCCA.
YCCA was the only proposer to respond to that RFP. An evaluation panel was convened and the YCCA proposal was reviewed. The evaluation panel determined that YCCA met all the required qualifications necessary to successfully provide the services. HHSA is currently in negotiations with YCCA regarding this contract, and will provide the Board with additional information regarding the RFP process and selected provider for these services when the completed contract is presented to the Board for approval. |

The action increases the contract maximum by $111,667 for a total of $1,686,667 for the period of July 1, 2015 through October 31, 2019. No general funds are required by this action. These services will be funded by the CHVP Grant. The amount of $111,667 is included in the HHSA recommended budget for FY2019-20.
