County Administrator Patrick Blacklock reported that Yolo County's Office of Emergency Services is working with the State Office of Emergency Services in assisting those counties affected by recent fires.
 

             
   27. Receive update and provide input on the proposed medical cannabis cultivation land use ordinance guiding principles, timeline, and public outreach efforts. Receive update and provide input on community discussion opportunity, pilot project Request for Applications process, and June 2018 tax measure. Receive an update on enforcement and public safety associated with cannabis cultivation in the County. (No general fund impact) (Nunes/Strachan)

Minute Order No. 17-161: Approved the guiding principles with the following amendments:
  • Guiding principal 4 - add "including rural residential."  The cannabis land use ordinance shall establish which zoning districts allow and prohibit cannabis activities, and specifically shall disallow commercial cannabis activity in residentially zoned areas, including rural residential.
  • Guiding principal 12 - replace "incorporate" with "consider."  In the development of the cannabis land use ordinance, staff shall conduct a comprehensive review of other county and city cannabis ordinances and programs and shall consider the best regulations and management practices from other agencies.
  • Addition of guiding principal 13 - All regulations relating to cannabis in the interim ordinance shall apply until or unless amended or repealed by the Board of Supervisors.
  • Addition of guiding principal 14 - All impacts of cannabis shall be fully compensated by the cannabis industry. Development agreements should be considered to address this issue.
