Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections and Health and Human Services Agency; adopt resolution providing for At-Will appointments to County positions; and appoint new County Librarian. (No general fund impact) (Rowland)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections and Health and Human Services Agency;
     
  2. Approve changes to the Resolution Providing for At-Will appointments to County Positions to add Chief Deputy Clerk-Recorder/Elections, Chief Deputy Assessor, Branch Director-HHSA and Deputy Branch Director-HHSA, and remove Branch Director I-HHSA and Branch Director II-HHSA; and
     
  3. Appoint Mark Fink as the new County Librarian effective November 13, 2017.

Position: Social Worker
Budgeted Amount: $0
Increase from 17/18 Budgeted Amount: $311,251

Source of Funds: Federal/Realignment
Explanation: The cost of this recommendation will be funded by 50% Federal and 50% Realignment. As such, there is no general fund impact as a result of the recommendation.
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Board approval is required for changes to the Resolution that designates classes as At Will.  The recommended changes include converting the two existing assistant department head classes in the Assessor/Clerk-Recorder/Elections department to At Will, and correcting the titles of existing At Will classes in the Health and Human Services Agency.

It is further recommended that that Board formally appoint Mark Fink to the position of County Librarian effective November 13, 2017.  Mr. Fink served as the Deputy County Librarian in Solano County for the last two years.  He has nearly 20 years of library experience in other positions at Solano and Contra Costa County library systems as well as a private school library.  He holds a Master's degree in Library Information Science from San Jose State University, and a Juris Doctorate from McGeorge School of Law.
