Recommended Action
Approve and authorize the chair to sign an agreement in the amount of $250,000 with SICPA Product Security LLC to provide technical services related to a hosted Plant to Sale Inventory Tracking Software System (Track and Trace) for use by both County Licensees and County personnel having oversight and enforcement responsibilities over the County's medical cannabis cultivation program for the term July 1, 2017 through June 30, 2018.

Reason for Recommended Action/Background

This is an extension of the agreement with SICPA who has been contracted to provide track and trace services for the Yolo County medical cannabis cultivation program.  SICPA is a global leader in product authentication, identification and secure traceability solutions and services.  SICPA comes highly recommended and currently provides the California Board of Equalization with its track and trace architecture to uniquely identify over 800 million items annually.  In addition, SICPA has developed a track and trace solution for medical cannabis currently being utilized by Humboldt County, Mendocino County, and the City of Eureka.  The track and trace program costs are supported by the permittee fees.  The proposed scope of work provides for the enablement and use of the SICPA program, training,  and system customization to allow product safety testing results to be automatically uploaded to the system by participating analytical labs.

Mendocino County circulated and distributed a request for proposals, with services to be made available for use by other local government agencies (piggy-back) and the contractor (SICPA) submitted a proposal selected by Mendocino County at the conclusion of its competitive process to provide technical services related to the acquisition, implementation, and support of a hosted plant to sale inventory tracking software system (ITSS) for use by both County permitee ('Industry Participants') and County personnel having oversite and enforcement responsibilities over Mendocino County's Medical Cannabis Cultivation program. Yolo County subsequently selected SICPA to provide the same range of services within Yolo County pursuant to a scope of work dated October 24, 2016, and entered into a short-form agreement (Agreement No. SICPA) and a first Amendment thereto to obtain such services from December 1, 2016 through June 30, 2017. Yolo County desires to extend the terms of service for an additional year, through June 30, 2018.
