Recommended Action
  1. Approve annual agreement with California Department of Parks and Recreation Boating and Waterways Division for grant funding for fiscal year 2017-18; and
     
  2. Adopt budget resolution to increase the 2017-18 Sheriff Marine Patrol Budget by $40,094 to appropriate unanticipated boating grant revenues.

Reason for Recommended Action/Background
As this agreement is being made between two government entities, action by the Board of Supervisors is required per Government Code 23005. Authorization is required to amend the 2017-18 budget to appropriate unanticipated revenue. The resolution requires a 4/5 vote.

The Sheriff’s Boating Safety Program has been responsible for patrolling all waterways and conducting related search & rescue operations countywide since July 1973. The Marine Patrol Section performs the vital function of ensuring citizen safety along the recreational waterways located within Yolo County.  Having a law enforcement presence on the recreational waterways drastically reduces the potential for fatal boating related accidents.  During the 2016-17 season officers conducted 169 safety compliance checks and issued 353 warnings for unsafe and dangerous boating practices.  In addition, over 22 arrests were made for boating while under the influence of alcohol.  Other services performed include vessel assistance for disabled boats, search and rescue, and community outreach through educational programs such as life vest instruction. 

Marine Patrol operations are partially funded with state boating safety grant and local boat property tax revenue. The Yolo County Sheriff’s Office received $322,264 in operational boating safety grant funds for fiscal year 2017-18.  However, it is important to note that this award amount has remained constant for several years while operational costs increase due to changes in salary and benefits and tax revenues decrease.  Therefore, limited funding does not always allow for the immediate replacement or purchase of equipment when needed. 

The Department of Boating and Waterways announced they had additional federal funds available for maintenance, including the purchase of miscellaneous boat equipment used by boating safety programs. Yolo County has been awarded up to $40,094  to refurbish their oldest vessel, a 1998, 23-foot Jetcraft patrol boat, including the purchase of new sonar and GPS equipment to replace aging items. No matching funds are required. It is now being asked that the Board of Supervisors allow the Sheriff’s Office to accept these funds.

The Department of Financial Services assisted with the appropriations and other money matters.  County Counsel and the Department of Financial Services have both approved the resolution as to form.
Competitive Bid Process
As this is a grant agreement between two government entities, no competitive bid requirement was required. The Sheriff's Office will follow the County purchasing requirements when purchasing goods or services over the $5,000 threshold.

The Yolo County Sheriff’s Office has been awarded a grant in an amount of up to $40,094 to refurbish their 1998 Jetcraft Boat, including purchasing replacement sonar and GPS equipment. This grant is in addition to the $322,264 Boating Safety Grant award received for fiscal year 2017-18. There is no local match requirement.
