Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections, Board of Supervisors, District Attorney, General Services and Health and Human Services Agency;

  2. Approve an accelerated merit step increase for the Crime & Intelligence Analyst at the Sheriff's Office from Step 2 to Step 3 for retention purposes, retroactive to August 20, 2017; and

  3. Approve an auto allowance in the amount of $500 per month for the Executive Director - Children's Alliance effective October 1, 2017.

Explanation: The cost of this recommendation will be funded by Federal and State funds related to Skilled Professional Medical Personnel. As the funding for this position was recommended and approved by the Board at the September 26, 2017 meeting, there is no new general fund impact as a result of the recommendation.
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.  Human Resources recommends the Board approve the Sheriff's Office request to grant an accelerated merit step increase to Step 3 for Brittany Sommese, Crime and Intelligence Analyst, for retention purposes.  This action will result in a 5% increase for the incumbent, retroactive to August 20, 2017.

It is also recommended that the Board approve an auto allowance in the amount of $500 per month, effective October 1, 2017, for Katie Villegas, the Executive Director-Children's Alliance.  This benefit was approved by the Yolo County Children's Alliance Board of Directors at its meeting on September 27, 2017, and Board action is required to implement this change.
