Reason for Recommended Action/Background |
Yolo County and the cities of Davis, West Sacramento, Winters and Woodland have collaborated on the Homeless Coordination Project since February of 1988. Through the Homeless Coordination Agreement, the County and cities jointly fund four months of cold weather shelter services each year for Yolo County residents without housing, and a Homeless Coordinator position within the Yolo County Health and Human Services Agency to provide coordination of the countywide homeless system. The current Homeless Coordination Agreement was adopted by the Board of Supervisors on September 29, 2015 for a three year period from July 1, 2015 through June 30, 2018. The Homeless Coordination Agreement establishes that the cities transfer funding for homeless coordination and cold weather shelter services to the County each year, and the County is responsible for administering these services.
For many years, the County has contracted with the Yolo Wayfarer Center, doing business as Fourth and Hope, to provide cold weather shelter services. The current contract establishes that Fourth and Hope will provide cold weather shelter services over a four-month period from November 15th to March 15th (120 nights), to 10 individuals per night, at a cost of $29 per bed per night as outlined in the Homeless Coordination Agreement. The County selected Fourth and Hope for its most recent contract period through a competitive bid process, and the contract was approved by the Board of Supervisors on October 13, 2015. However, this contract was only entered into for a period of two years, from July 1, 2015 to June 30, 2017. Staff recommends extending the contract for one additional year (through June 30, 2018), so that the timeframe is aligned with the Homeless Coordination Agreement. Thus, staff also recommends increasing Fourth and Hope’s maximum compensation by $38,300.
Staff intends to meet with the cities this fall to update the terms of the Homeless Coordination Agreement before the existing Agreement expires on June 30, 2018. Once a new Agreement is established and approved by the Board, staff will conduct a competitive request for proposal process for cold weather shelter services that align with the terms in the new Agreement.

The following provides performance data from the cold weather shelter season in FY 2016-17, which ran from November 15, 2016 through March 15, 2017. This also displays the new performance measures that will be included in the contract for the upcoming year.

If this amendment is approved, the $18,300 in General Fund is already included in the 2017-18 Adopted Budget proposal.
