Reason for Recommended Action/Background

The Yolo County Integrated Waste Management Division (division) has the responsibility to collect all hazardous materials illegally dumped along the roadside and coordinate the cleanup of contaminated areas resulting from illegal dumping, traffic collisions or vehicle leaks from the county roads. The hazardous materials must be collected and disposed properly and the roadside cleaned up as soon as possible to avoid significant health threats due to further breakage, spillage or additional release into the environment.  As noted in the Competitive Bid Process section below, Fremouw was the only respondent to the Request for Proposals released by the Division of Waste Management. However, staff’s analysis of this proposal concluded that it is reasonable and within market costs for this type of work. Therefore, the division recommends approval of the attached agreement with Fremouw Environmental to assist us in these efforts.

To assist first responders such as the California Highway Patrol, and our Yolo County Sheriff’s Department and Roads Division, Fremouw must provide support within two hours of request 24 hours a day, 7 days a week for any county road located within the 1,021 square miles of Yolo County. Fremouw will also be responsible for assisting with pickup of hazardous waste generated by the Yolo County Public Works and Integrated Waste Management Divisions at county facilities including the Public Works Yard, Central Landfill, and the Esparto Transfer Station.

It is estimated that $50,000 will be expended per year for FY 2017/18, FY 2018/19, and FY 2019/20. The division has budgeted sufficient funds for fiscal year 2017/18 and will continue to budget sufficient funds every year during the three-year term of the agreement.
