Adopt resolution authorizing submittal of Grant Agreement to the Department of Community Services and Development; and approve Community Services Block Grant Agreement 18F-5052 in the amount of $290,542 for the period of January 1, 2018 through December 21, 2018 to implement the County’s Community Services Block Grant-Community Action Plan. (No general fund impact) (Larsen)
Recommended Action
  1. Adopt resolution authorizing submittal of the Grant Agreement to the Department of Community Services and Development;
     
  2. Approve Community Services Block Grant Agreement 18F-5052 in the amount of $290,542 for the period January 1, 2018 through December 31, 2018 to implement the County’s Community Services Block Grant- Community Action Plan;
     
  3. Authorize the Chair to sign the Agreement and any other forms as necessary to carry out the foregoing action;
     
  4. Authorize the Chair to sign the Certification regarding Lobbying Form as necessary to carry out the foregoing action;
     
  5. Authorize the Director of the Health and Human Services Agency, or designee, to enter into and accept any amendments and revision to Agreement 18F-5052 (including exhibits) that are consistent with the Agreement on file with the Clerk of the Board, and any other amendments that have been approved by the Board; and
     
  6. Authorize the Director of the Health and Human Services Agency, or designee, to prepare and sign the Department of Community Services and Development fiscal and program reports required by Agreement 18F-5052.

Reason for Recommended Action/Background
Background
On June 6, 2017, the Board of Supervisors approved the Yolo County Community Services Block Grant Community Action Plan for calendar years 2018 and 2019. This plan was filed with the State. The Community Services Block Grant helps the County fulfill its obligation to address root causes of poverty by implementing priorities identified in the Community Action Plan. The 2018-19 Community Action Plan identified the following priorities to be addressed with Community Services Block Grant funds:
a.         Housing and Homeless Services—Finding and keeping safe, decent, and affordable housing. Priorities within this service area include; housing navigation assistance, supportive services to assist persons maintain permanent housing, eviction prevention assistance, such as help paying rent and utilities, and transitional/bridge housing.
b.         Emergency Assistance—Meeting the immediate needs of food, shelter, and clothing. Priorities within this service area include; emergency shelter beds for persons experiencing homelessness, meals for food insecure persons, and supplies for persons in crises, such as cold weather clothing and hygiene items.
c.         Employment Assistance—Finding and keeping meaningful employment. Priorities within this service area include; providing job skills and technical training, helping persons to find and secure permanent employment, and conducting employer engagement.
 
Next Steps
On September 20, 2017, the County issued a Request for Proposals to qualified vendors to provide one or more of the service priorities. The deadline for submission is October 31, 2017. Thereafter, members of the Community Service Action Board will review the proposals and issue recommendations to the Board.

There was extensive planning with the Community Services Action Board and various non-profit agencies.

No general funds are required by this action.  These are revenue funds the County will be receiving from the state to execute its Community Action Plan.  The amount of $290,542 is included in the Health and Human Services Agency adopted budget for FY17-18.
