Recommended Action
  1. Conduct a public hearing to approve a resolution increasing the Mary's Cemetery District Board of Trustees from three members to five members effective October 24, 2017.
  2. Appoint Brian Barrios to a staggered term of two years to the Mary’s Cemetery District Board of Trustees with a term expiration date of January 31, 2019.
  3. Appoint Mark Mezer to a term of four years to the Mary’s Cemetery District Board of Trustees with a term expiration date of January 31, 2021.

Reason for Recommended Action/Background
The Mary's Cemetery District was founded in 1857 and it is believed that the cemetery was named in honor of Mary Cross Pockman. The cemetery covers a little more than five acres. Mary's Cemetery is unique in Yolo County in that the cemetery is adjacent to a small, classic, gothic-influenced church as was usual during the early days.

The Mary's Cemetery District, pursuant to Health & Safety Code Sections 9000-9093, currently has a three person board of trustees appointed by the County Board of Supervisors which acts as the governing body. A typical board consists of three to five trustees. In the interest of expanding their opportunities for community engagement, the Mary's Cemetery District now seeks an expansion of their Board from three to five members.

A Board of Trustees may adopt a resolution requesting the Board of Supervisors of the principal county to increase or decrease the number of members of the board of trustees. If so requested, the Board of Supervisors shall consider the resolution at a noticed public hearing.

At its hearing, the Board of Supervisors receives and considers any written or oral comments regarding the resolution and then may adopt a resolution that orders the increase or decrease in the number of members of the board of trustees.

If the Board of Supervisors adopts a resolution that orders an increase in the number of members of the board of trustees, the Board of Supervisors shall promptly appoint a person or persons to the board of trustees and specify their term.

Staff recommends approval of the resolution increasing the Mary's Cemetery District Board of Trustees from three to five and appointing Brian Barrios to a term of two years and Mark Mezer to a term of four years.
