Approve two agreements with the State of California, Office of Traffic Safety to receive grant funding for the Child Passenger Safety Program in the amount of $165,000; and for the Pedestrian and Bicycle Safety Program in the amount of $50,000 for the period October 1, 2017 through September 30, 2018. (No general fund impact) (Larsen)
Recommended Action
  1. Approve agreement with the State of California, Office of Traffic Safety to receive grant funding for the Child Passenger Safety Program in the amount of $165,000 for the period October 1, 2017 through September 30, 2018;
     
  2. Approve agreement with the State of California, Office of Traffic Safety to receive grant funding for the Pedestrian and Bicycle Safety Program in the amount of $50,000 for the period October 1, 2017 through September 30, 2018;  and
     
  3.  Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement.

Reason for Recommended Action/Background
The Yolo County Health and Human Services Agency (HHSA) is requesting approval to receive grant funding for the two programs as detailed below.
 
Child Passenger Safety Program
State and federal laws that require the use of car seats support the fact that children who ride in car seats have a much greater chance of surviving automobile crashes and sustain less serious injuries. Unfortunately, most caregivers do not follow installation instructions adequately and leave their young ones at risk for negative consequences. Furthermore, many families are unable to pay for multiple car seats necessary for growing families. This grant will help educate Yolo County families on car seat laws and installation instructions through direct marketing with educational materials, classes, and by conducting community car seat inspection events. In addition, the grant will help provide a low cost car seat program by partnering with other County programs and community based organizations that serve income eligible families. Services and materials will also be provided in Spanish in order to reach a wider variety of residents.
 
Pedestrian and Bicycle Safety Program
This program will focus on bringing pedestrian and bicycle safety education to seniors, low-income communities, and Spanish-speaking residents as a way to improve the safety of all roadway users in Yolo County. The ultimate goal is to reduce bike/pedestrian collisions and injuries and also to advance the culture of walking and biking for recreation and transportation that is growing in Yolo County.  Historically efforts have focused around schools to promote walking and biking to school, but in order to improve safety for all users and in order to create a culture of walking and biking, all populations need to be reached, including adults.  Further, low-income communities will be targeted with education interventions, as low-income residents may be more likely to walk or bike as a form of transportation given that these modes are more cost effective than car use. When possible, the program will link participants with resources for low-cost bikes (such as The Bike Campaign) and bike accessories.
 
Approval of these agreements will allow HHSA to implement and evaluate a traffic safety program targeting families with young children.

No general funds are required by this action.  These agreements will provide federal funding for the Child Passenger Safety Program; and the Pedestrian and Bicycle Safety Program.  The revenue amount of $215,000 is included in the HHSA adopted budget for FY17-18 prorated for approximately 9 months.  Any remaining funding will be included in the requested budget process for future fiscal years.
