Reason for Recommended Action/Background |
The Workforce Innovation and Opportunities Act (WIOA) requires that memorandums of understanding (MOU's) be developed and executed between the Yolo County Workforce Development Area and the America’s Job Center of California (AJCC) required partners to establish an agreement concerning the operations of the AJCC delivery system. Each partner, in their respective MOU's, agreed to negotiate and implement a cost/resource sharing plan, which is now before the Board. The purpose of the resource sharing agreement is to establish a cooperative working relationship between the parties and to define their respective roles and responsibilities in achieving the policy objectives. It also serves to establish the framework for providing services to employers, employees, job seekers and others needing workforce services.
The AJCC is a locally-driven system which develops partnerships and provides programs and services to achieve three main policy objectives established by the California Workforce Development Strategic Plan, which includes fostering demand-driven skills attainment; enabling upward mobility for all Californians; and aligning, coordinating and integrating programs and services. |
