Recommended Action
Approve fifth amendment to animal control services agreement with the University of California, Davis for the provision of animal control services, for the time period of July 1, 2017 through June 30, 2018 in the amount of $51,898 and from July 1, 2018 through June 30, 2019 in the amount of $53,455. (Original contract numbers 13-75, 13-172, 15-67, 16-25 and 16-142 on file with Clerk of the Board).

Reason for Recommended Action/Background
Approval of this amendment continues contracted services for fiscal years 2017-18 and 2018-19.  As this agreement was made between two government entities, Board of Supervisors approval is required.

Yolo County, through the Sheriff-Coroner's Office, is contractually responsible for providing all cities, unincorporated areas, and the University of California, Davis (UCD) campus with animal control ordinance enforcement, dog licensing, shelter operation and spay/neuter education services. Based on the contracts, all program costs are recovered, with the County of Yolo only responsible for the portion of the costs associated with animal shelter and patrol services provided to the unincorporated area of the county. The cost is prorated between the cities of Davis, West Sacramento, Winters, Woodland, UCD, and Yolo County based on Animal Service's operating budget and the number of animals housed, patrol calls, and patrol hours per jurisdiction. 

The County Administrator provides oversight in reaching concurrence with the County's partners on the calculation of each entity's portioned cost of the program's $2.68 million budget.  Sheriff-Coroner staff worked with each jurisdiction in reaching the methodology to prorate the program's costs.  The representatives of the cities and university mutually agreed that the program be funded based on each entity's portion of the time services were provided to their respective cities.  As a result, net program costs are recovered through these contracts.

This amendment decreases the annual compensation from the prior fiscal year (2016-2017) from $58,530.15 to $51,898 for fiscal year 2017-18. The decrease in compensation is due to the decrease in time services were provided in the prior fiscal year. For fiscal year 2018-2019 the annual compensation is then increased by 3% to $53,455. For the entire term of the contract there is a not to exceed total compensation of $320,456.15.

County Counsel has reviewed the agreement and has approved it as to form. The CAO's office has assisted with contract amount negotiations, ensuring that the contracted cities and UCD have provided partial compensation towards the hiring of a consultant that will assist with the next phase of collaborative exploration towards building a new shelter facility.

The fiscal year 2017-18 Animal Services requested budget appropriation of $2,683,355 includes all of the $608,303 in reimbursement revenue from the City of Woodland, $326,715 from the City of Davis, $558,981 from the City of West Sacramento, $55,958 from the City of Winters, and $51,898 from UCD, which is reflected in this agreement. Notwithstanding, the additional General Fund amount of $497,700 for fiscal year 2017-18 was included in the requested budget, so no additional general funds will be required.
