Recommended Action
  1. Approve agreement with Yolo Family Service Agency to provide rural access and linkage services to children and youth ages six through eighteen by identifying needs and completing timely, effective linkage to the most appropriate resource in the amount of $269,065 for the period October 1, 2017 through June 30, 2020. 
     
  2. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background
This program will place Clinical Referral and Access Specialist staff at schools to provide universal screening, assessment, and referral to treatment, for children and youth ages 6 – 18.  This program will help identify youth who need mental health services, and provide linkages and warm hand-offs to appropriate treatment/counseling programs. The purpose is to bridge gaps between a multitude of programs available and different admission criteria for each one, by identifying needs and completing timely, effective linkage to the most appropriate resource.
 
This program shifts the focus for Mental Health Services Act (MHSA)-funded clinical staff from providing brief treatment in the schools to understanding a child’s needs, and linking the child and their family to the appropriate level of mental health services to help manage and address mental/emotional health concerns.
 
The school-based Access & Linkage program will provide screening, identification, and referral services for children and youth ages 6 – 18 in a school-based setting to:
  1. Provide prompt identification and intervention for potential problem issues;
  2. Provide timely access and coordination for services to address existing issues at appropriate service intensity.
  3. Link children and youth to the most suitable service, regardless of funding source or service setting.

  • *Referral follow-through / Linkage: Increase in the number and percentage of individuals who followed through on the referral and engaged in treatment. Engagement is defined as the number of individuals who participated at least once in the Program to which they were referred.
  • *Reduction in the average duration of untreated mental illness (DUMI): DUMI is defined as, for persons who are referred to treatment and who have not previously received treatment, the time between the self-reported and/or parent-or-family-reported onset of symptoms of mental illness and entry into treatment. Entry into treatment is defined as participating at least once in treatment to which the person was referred.
  • Increase in child / family / outreach attendees: (a) knowledge / awareness of available mental health resources, and (b) non-stigmatizing / non-discriminatory attitudes toward mental health issues and treatment.

Competitive Bid Process
On April 24, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Rural School-Based Mental Health Services Access and Linkage Program & Rural Mentorship and Strengths Building Program services. 
 
The Rural School-Based Mental Health Services Access and Linkage portion of the program will place Clinical Referral and Access Specialist Staff at schools to provide timely mental health triage and referral for children and youth aged 6 – 18.  This program shifts the focus for Mental Health Services Act (MHSA) funded clinical staff from providing brief treatment in the schools, to linking the child and family to the appropriate level of community outpatient mental health services.
The Rural Mentorship-Strengths Building portion of the program will provide evidence-based, culturally responsive services, as well as utilizing promising practices in outreach and engagement, for at-risk children and youth in multiple settings, to build the resiliency of individual youth and help each youth to better understand their mental health treatment experiences. This project will give staff an opportunity to better support each youth in seeking appropriate treatment for any mental health services the youth are involved in.  Rather than requiring children and youth to come to a centralized office, services will be conducted in settings most familiar to the children and families served. The overall focus will be on teaching children ways to promote their own well-being and resiliency, and provide youth-serving professionals (teachers, clinical staff, lay persons, etc.) with continuing education programming to support resiliency among youth.
HHSA received one proposal from this solicitation. Following a review of the April 24, 2017 RFP process it was decided to re-issue the RFP for this project.
 
On June 28, 2017, HHSA re-issued an RFP desiring to attract qualified community based organizations to provide Rural School-Based Mental Health Services Access and Linkage Program & Rural Mentorship and Strengths Program services.  This second RFP included a revised scope of work; a mandatory Bidder’s Conference; a cover letter with a summary of services, requirements, and timelines; and an option to either submit a proposal through the BidSync process or hand deliver a proposal to HHSA. A notice was also sent out to approximately 60 potential bidders who had previously viewed the original RFP issued on April 24, 2017.
 
HHSA received one proposal from this second solicitation.  The proposal submitted in this second RFP was from by RISE, Inc. The Rise, Inc. proposal was evaluated by individuals not affiliated with Yolo County as well as staff from HHSA.  This review process determined that the proposal met all the required qualifications necessary to successfully provide the Rural Mentorship and Strengths Building program portion of the RFP but not the Rural Access and Linkages Program elements.  HHSA is preparing a separate Agreement for the Rise, Inc. proposal which will be presented to the Board in the near future for services contained in their proposal. 
 
For the Rural Access and Linkage Program services, Yolo Family Services Agency (YFSA) did not submit a proposal, however, HHSA identified YFSA as the qualified contractor to successfully provide these services for this portion of the RFP.  HHSA and YFSA subsequently negotiated the final terms and conditions relating to these services, and this Agreement is a reflection of the completion of that process.  A sole source letter has been processed and approved through the county’s Procurement department.

The amount of the proposal submitted by RISE, Inc. is $202,420.  This amount has been separated into two Agreements.  HHSA is requesting approval of this Agreement with Yolo Family Service Agency to provide the Rural Access and Linkage component in the amount of $69,065 for FY17-18; and an Agreement with RISE, Inc. to provide the Rural School-Based Mental Health Services component in the amount of $133,355 for FY17-18 will be presented separately to the Board for approval.

No general funds are required by this action.  These services will be funded by MHSA PEI funds.  The amount of $69,065 is included in the HHSA proposed budget for FY17-18.  The related funding will be included in the requested budget process for future fiscal years.
