Hold public hearing, adopt resolution authorizing the purchase and execution of agreement with RB Johnson Investments, LLC and Carmel River, LLC for real property located in Woodland on West Beamer Street, between North Ashley Avenue and Cottonwood Street for $259,438; and adopt budget resolution adjusting the Accumulate Capital Outlay 2017-18 budget by $259,438. (No general fund impact) (4/5 vote required) (Yarris)

Recommended Action
  1. Hold public hearing, receive comments on the purchases of real property;
     
  2. Adopt resolution authorizing the purchase of real property for located at West Beamer Street, between North Ashley Avenue and Cottonwood Street in Woodland;
     
  3. Adopt budget resolution adjusting Accumulated Capital Outlay fiscal year 2017-2018 budget to represent an increase of $259,438;
     
  4. Authorize the Chair to sign the purchase and sale agreement between Yolo County and RB Johnson Investments, LLC and Carmel River, LLC and to execute the grand deed and certificate of conveying;
     
  5. Authorize the County Administrator or the Assistant County Administrator or their designees to take all further actions necessary to complete the acquisition, including signing escrow instructions.

Reason for Recommended Action/Background
The subject property (1.19 acres) located between North Ashley Avenue and Cottonwood Street on West Beamer in Woodland, is a land-locked parcel that sits within the County owned campus where the Health and Human Services Agency resides.  Once completed, this acquisition will provide the County to ownership of the entire parcel of campus (with the exception of the Gonzales Building). There are no identified development plans for this parcel; however, it will allow the County to plan for future expansion of operations.
