Reason for Recommended Action/Background
The Leinberger Center was originally constructed in 1992 and planned as a 142-bed minimum security facility. The current facility is in need of extensive repair; however, due to its construction type, upgrades and accommodations are prohibited. In addition, the building layout and design limit the County's ability to separate inmates within varying security classifications which causes significant ongoing issues.  The County received a SB863 local jail construction grant to replace the Leinberger Facility.

The purpose of the replacement project is to better accommodate Yolo County's jail system needs. Project objectives address overcrowding, inability to properly house inmates with varying security classifications, lack of program space, severe construction deficiencies and other inmate and staff safety concerns. The proposed project would demolish the existing 16,050-square foot Leinberger Center along with the 3,282-square foot administrative buildings, and replace them with a newly constructed, multi-tiered 31,400-square foot facility containing 150 medium security beds, programming and housing support space and administrative offices. In addition, the proposed project would incorporate design features intended to avoid, minimize or reduce the potential for environmental impacts, including light and glare shielding, water conservation devices, solar power energy and solid waste recycling and composting programs.The Leinberger Replacement Project is in the final stages of preliminary plans and is moving forward to the State Public Works Board approval process.  The timing and approval for this project by the State Public Works Board is planned for October 2017.  Once approval from the State is received, the project can be finalized with the State Finance Department, and proceed to the bidding and construction phase with Board approval.  This project is on track and staff will return to the Board in February through March 2018 for approval of the plans and specification, release of bid, and final Project Budget.  If approved by the Board, the construction contract will be awarded in August 2018 with construction completion by January 2020.

This work authorization will allow Kitchell to act as the County's Construction Manager (CM). Due to the size and scope of this project, a dedicated CM will be on site full time overseeing the daily work performed by the General Contractor and Subcontractors.  Oversight includes inspection of all building materials, field conditions, design interpretations, submittal coordination, requests for information, changes in scope, schedule performance, inspection compliance and other duties related to the construction of the new facility.

Competitive Bid Process

The construction management oversight for the Monroe Detention Facility, was awarded to Kitchell, through a competitive Request for Proposal (RFP) in 2014. In addition Kitchell was awarded an on-call Contract with Yolo County General Services in a competitive RFP process in 2017. Kitchell’s CM hourly rate is $175 per hour for Justice Facilities which is within the industry standard rates of $165-$190 per hour for General Construction.
