  • Deny the appeal and adopted the findings set forth in Attachment H.

Supervisor Rexroad recused himself from this item.  Motion made by Supervisor Saylor and seconded by Supervisor Provenza to support Proposition 51, School Bonds funding for K-12 School and Community College Facilities.  After discussion, Supervisor Saylor withdrew his motion.  No vote was taken.

   29. Introduce by title only, waive first reading and receive public comment regarding a proposed ordinance amending Chapter 20 to Title 5 of the Yolo County Code regulating the cultivation of medical marijuana in the unincorporated areas of Yolo County; receive a staff presentation on the status of the Board’s policy direction for local medical marijuana regulatory action; and provide policy direction regarding the possible prohibition of commercial cultivation beyond that which is currently operating by permit. (No general fund impact) (Young)

Minute Order No. 16-142:  Approved recommended action B and C and directed staff to bring back an amended interim cultivation ordinance only allowing those who are, in addition to meeting all other legal requirements, currently legally cultivating by permit to continue to do so, and those who have submitted a Notice of Intent to the Central Valley Regional Water Quality Control Board no later than 5:00 p.m. on October 11, 2016 and currently own their real property or are a duly authorized lessee of the property as of October 11, 2016, to cultivate medical marijuana in Yolo County, and those to be considered on a case by case basis.
