Recommended Action
  1. Approve and authorize the Chair to sign the first amendment to the agreement with CommuniCare Health Centers, Inc. in the amount of $621,056 to provide substance abuse disorder treatment services to eligible perinatal and postpartum women (for FY 14-15; FY 15-16; FY 16-17); and Human Immunodeficiency Virus (HIV) and Hepatitis C Virus (HCV) outreach, education, counseling and testing services to substance users (Contract term July 1, 2014 through June 30, 2017.)

  2. Authorize the Director of the Health and Human Services Agency (HHSA), and her/his designee, authority to execute any additional forms, documents and/or Amendments as necessary relating to this contract.

Reason for Recommended Action/Background
On May 2013, the Board of Supervisors approved the underlying contract, in the amount of $675,930 for the provision of Non-Drug Medi-Cal Perinatal Substance Abuse Services and Human Immunodeficiency Virus (HIV) and Hepatitis C Virus (HCV) outreach, education, counseling and testing services to substance users.
 
The Non-Drug Medi-Cal Perinatal Substance Abuse scope of services provides medically supervised outpatient individual and group counseling and day care rehabilitative services for pregnant and postpartum women, with a goal of assisting women deliver healthy, drug-free babies, achieve drug-free life styles, and become good parents and Services are designed to meet the needs of parenting women as mandated by state guidelines for perinatal programs. 
 
The HIV and HCV scope of services provides vital services to assist in the prevention of the spread of HIV and HCV by providing outreach to at-risk individuals with education, counseling and testing, linking HIV-positive individuals to care (treatment), retaining these same individuals in HIV care, and when appropriate, funding that care, as well as providing viral hepatitis testing to those not at high risk for HIV infection.
 
The primary purpose of this First Amendment to the Agreement with CommuniCare Health Centers, Inc. was to remove the scope of services and funding relating to the HIV/HCV scope of services for FY 2016–17, as HHSA was informed by the Contractor that they would no longer be providing these services.
 
Subsequently, the rates for the Perinatal Substance Abuse scope were revised via the County’s Substance Use Disorder (SUD) contract with the State (DHCS SUD Amd 4 FY14-17). Thus, this Amendment also updates those rates; updates the scope of services; and decreases the FY16-17 contract budget by $30,000, for a new contract maximum of $621,056.
 
While we are amending this contract, we took the opportunity to update contract language where appropriate to clarify and refine the terms, conditions and requirements of the Agreement.
