Approve the contract with Yolo County Children's Alliance in the amount of $45,000 for the provision of Child Abuse Prevention Activities from July 1, 2016 through June 30, 2017. (No general fund impact) (Larsen)
Recommended Action
  1. Approve and authorize the Chair to sign the contract with Yolo County Children's Alliance in the amount of $45,000 for the provision of Child Abuse Prevention Activities from July 1,2016 through June 30,2017; and

  2. Grant a waiver of the competitive selection requirement under the Yolo County Administrative Policies and Procedures (APM) for Purchasing & Contracting; and

  3. Authorize the Director of the HHSA, and her/his designee, authority to execute any additional forms, documents and/or Amendments as necessary relating to this contract.

Reason for Recommended Action/Background
Yolo County Children's Alliance (YCCA) is the designated Child Abuse Prevention Council (CAPC) for Yolo County. CAPCs are community councils whose primary purpose is to coordinate the community’s efforts to prevent and respond to child abuse and neglect. Per the California Department of Social Services, each county shall fund Child Abuse Prevention coordinating councils that meet criteria under Welfare and Institutions Code (WIC) section 18982 from the county’s Children’s Trust Fund.  The County receives Child Abuse Prevention, Intervention and Treatment (CAPIT) dollars that must be deposited into the Children’s Trust Fund (CTF) and spent by the CAPC. As such, completion of the competitive selection process in not warranted for this contract. (See Attachment B. Yolo County APM Purchasing & Contracts at pp.4-5) Thus, HHSA respectfully requests the BOS to grant a waiver of the County's competitive selection requirement.(see Recommend Action B, above.)

Pursuant to this contract, YCCA will:
  1. Coordinate the implementation of Community Cafés for parents by members of the Yolo Family Strengthening Network/Child Abuse Prevention (YFSN/CAP) Committee in order to prevent child abuse and neglect in Yolo County.
  2. Increase adoption of the Strengthening Families™ Framework by partner organizations and increase its use by family-serving providers.
  3. Help family-serving organizations strengthen families by providing Child Abuse Prevention Month materials that support Protective Factors.
This contract is for a total of $45,000 and has a term of July 1, 2016 through June 30, 2017. HHSA respectfully requests the BOS to approve this contract.(see Recommend Action A, above.)
