Recommended Action
Approve creation of an ad hoc subcommittee for matters related to the Local Innovation Subaccount of the Public Safety Realignment known as the Safe Communities Program Innovation Grant.  Staff recommends the ad hoc be comprised of the representative to the Community Corrections Partnership (CCP) and the alternate to the CCP, currently Supervisors Provenza and Rexroad.

Reason for Recommended Action/Background
At the April 26, 2016 Board of Supervisors meeting, the Board received a staff report outlining the Local Innovation Subaccount fund. This account is a new feature in fiscal year 2016-2017 of the Public Safety Realignment of 2011. The Local Innovation Subaccount is funded by a reallocation of 10% of the annual allocation of four growth accounts created in the 2011 package. The use of the Local Innovation Subaccount is at the discretion of the Board and not subject to the customary Community Corrections Partnership process. The Board may direct the fund’s use within any of the permissible uses of any one of the four funding growth accounts. The funding growth accounts of the Local Innovation Subaccount are: the Trial Court Security Growth Special Account, the Community Corrections Growth Special Account, the District Attorney and Public Defender Growth Special Account, and the Juvenile Justice Growth Special Account.

At the Board’s direction, staff returned on May 31, 2016 with a policy for the use of Local Innovation Subaccount funds which was approved as the “Safe Communities Innovation Grant” (Attachment A). This grant invites County departments or community-based organizations to create innovative programs and/or services annually, as the annual allocation to the Local Innovation Subaccount is neither static nor guaranteed. This policy also outlined the Board’s request to have innovation efforts include a priority focus area. Given that the Board’s preference for the priority focus areas may change over time due to a variety of factors, including Strategic Planning, community needs, or underfunding of new initiatives, staff crafted a policy that allows Yolo County departments, interdisciplinary staff teams or community-based organizations (CBOs) that provide services to the justice-involved population to submit a grant-like application for use of the funds annually.

Staff request the creation of an ad hoc subcommittee for matters related to the fiscal year 2016 – 2017 grant award. This subcommittee will be a resource to staff during the application process and review and guide award recommendations. For the inaugural application period, fiscal year 2016-2017, the Board directed the priority focus area be “Mental Health Services”. Upon creation of the ad hoc subcommittee, an announcement will be released to initiate the application period for the inaugural issuance as noted in the policy. The Safe Communities Program Innovation Grant Request for Funding (Attachment B) will be finalized and shared, inviting interested applicants to apply. Following a three to five week application period, an interdisciplinary scoring panel will be assembled to review and rank the applications received. After additional review by the County Administrator’s Office, all projects and their scores will be presented to the ad hoc subcommittee in order to develop an award recommendation for consideration by the full Board. All applicant projects will then be presented to the full Board of Supervisors, with the scores and subcommittee’s recommendations.

Staff recommends board representatives to the Community Corrections Partnership, Supervisors Provenza and Rexroad, be approved as the ad hoc subcommittee to the Safe Communities Program Innovation Grant process.
