Subject
Approve contract with Resource Development Associates in the amount of $199,600 for the provision of professional and technical services regarding the Mental Health Services Act Three Year Program and Expenditure Plan from September 1, 2016 through June 30, 2019. (No general fund impact) (Larsen)
Recommended Action
  1. Approve and authorize the Chair to sign the contract with Resource Development Associates in the amount of $199,600 for the provision of professional and technical services regarding the MHSA Three Year Program and Expenditure Plan from September 1, 2016 through June 30, 2019; and

  2. Approve the sole source letter in support of the contract in item A  above; and

  3. Authorize the Director of the HHSA, and her/his designee, authority to execute any additional forms, documents and/or Amendments as necessary relating to this contract.

Reason for Recommended Action/Background
This contract is for the provision of professional and technical assistance with the research, analysis, and development of Yolo County Health and Human Services Agency's (HHSA’s) Mental Health Services Act (MHSA) Three-Year Program & Expenditure Plan 2017-2020 (MHSA 3-Yr Plan 2017-20) and the MHSA Annual Update for 2018-19 and 2019-20, in the amount of $199,600 and has a term of September 1, 2016 through June 30, 2019.

The MHSA ( also known as Prop 63) requires the submission of a Three-Year Program and Expenditure Plan and annual updates to same.  Between 2013 and 2017, HHSA  completed several planning efforts facilitated by Resource Development Associates (RDA). RDA assisted in the development of the Local Mental Health Board’s (LMHB) Strategic Plan 2013-2014; and HHSA’s MHSA Three-Year Program & Expenditure Plan 2014-2017 (MHSA 3-Yr Plan 2014-17.)  RDA also conducted the Community Program Planning (CPP) process for HHSA’s MHSA 2015-16 Annual Update. Most recently, RDA has assisted HHSA with the MHSA 2016-17 Annual Update. 

RDA is the only vendor equipped with the necessary features to meet the needs of HHSA.

RDA is familiar with the mental health system, and more specifically, RDA has extensive knowledge about the Yolo County system.  RDA is also familiar with the information and results of the MHSA Community Program Planning (CPP) process.  Because of RDA’s involvement in the CPP process and LMHB Strategic Plan, as well as the development of the MHSA 3-Yr Plan 2014-17, they have intricate knowledge of what is needed for the preparation of MHSA 3-Yr Plan 2017-20 and annual evaluations of said MHSA Plan.

RDA is singularly positioned to accomplish these tasks most efficiently for HHSA. As such, HHSA respectfully requests the approval of this contract and the sole source letter underlying same.

Competitive Bid Process:
This Agreement is being sought via Sole Source.  However, RDA was the winning bidder for the competitive process conducted in July 2013 to secure a contractor to manage the MHSA Three-Year Program and Expenditure Planning process FY2014-17.

Contracting History:
On November 26, 2012, HHSA entered into contract (2013-0139) with RDA for Technical assistance, consultation, and facilitation of a strategic planning process for the LMHB, in the amount of $10,000. (Approved by Purchasing Agent-Dena Humphrey/Sole Source.)
 
On March 11, 2013, contract (2013-0139) was amended via the First Amendment thereto, in order to clarify the scope of services and to increase the contract maximum to $47,325.(Approved by Kevin Yarris-Director of General Services/Sole Source.)
 
On August 27, 2013, contract (2013-0139) was amended via the Second Amendment thereto, in order to reduce the compensation to RDA for strategic planning process for the LMHB by $20,000 and add a the scope and funding of $58,970, for the Preparation of Mental Health Services Act (MHSA) 3 year Program and Expenditure Plan (FY 14-15; 15-16; 16-17) awarded to RDA via the competitive selection process, for a new contract maximum $86,295. (Approved by Kevin Yarris-Director of General Services/Sole Source and Competitive Bid Process.)
 
On January 22, 2014, contract (2013-0139) was amended via the Third Amendment thereto, in order to increase the compensation for the Preparation of Mental Health Services Act (MHSA) 3 year Program and Expenditure Plan (FY 14-15; 15-16; 16-17) by $5,000 and to add an additional scope of services and funding in the amount of $26,820 for grant writing, for new contract maximum of $118, 115. (Approved by Kevin Yarris-Director of General Services/Sole Source and Competitive Bid Process.)
 
On February 25, 2014, contract (2013-0139) was amended via the Fourth Amendment thereto, in order to add a scope of services and funding in the amount of $25,850 for technical writing services for RFP for MHSA programs and State Senate Bill 82 Investment in Mental Health Wellness Act of 2013 programs and Technical assistance with MHSA planning process, for a new contract maximum of $143,965 (Approved by BOS/Sole Source and Competitive Bid Process.)
 
Contract 2013-0139 expired on June 30, 2014.
 
Contract 2015-0057
On September 29, 2014, HHSA entered into contract (2015-0057) with RDA for the provision of evaluation and technical assistance with the Community Based. Crisis Response Program in the amount of $135,000. (Approved by the Purchasing Manager-Gayle Derrer/Sole Source.)
 
On May 21, 2015, contract (2015-0057) was amended via the First Amendment thereto, in order add the scope of services and funding in the amount of $39,750 for technical assistance with the evaluation and preparation of the MHSA Annual Updates (FY 2015-16 & 2016-17); and to add a scope and funding for the LMHB Strategic Plan update in the amount of $25,250, for a new contract maximum of $200,000 (Approved by the Purchasing Manager-Gayle Derrer/Sole Source.)
 
Contract 2015-0057 will expire June 30, 2017.
