Recommended Action |
- Approve and authorize the Chair to sign the contract Yolo County Children's Alliance in the amount of $55,000 for the provision of CalFresh Outreach services from July 1, 2016 through October 5, 2016; and
- Authorize the Director of the HHSA, and her/his designee, authority to execute any additional forms, documents and/or Amendments as necessary relating to this contract.

Reason for Recommended Action/Background |
In 2015-16, HHSA contracted with YCCA to provide outreach services about CalFresh at a variety of events and locations around the County. Federal law prohibits paying vendors specifically to register beneficiaries. Thus, outreach efforts were limited to distribution of materials and assistance with applications if requested.
HHSA intended to continue the contract as in previous years. In March 2016, HHSA issued an RFP for these services and YCCA was awarded the bid. However, in the process of refining the Adopted budget for Social Services the CalFresh budget was projected to exceed the allocation by $1.3 million. Some additional state money may be available but not the full $1.3 million. Efforts to bring spending in line with the allocation include holding positions vacant and reducing non-essential functions. This contract fell into the latter category. Evidence from outreach work to date indicates minimal connection to enrollment of participants. Finally, aggressively seeking new enrollees is counterintuitive given the shortfall.
This contract provides payment for services rendered from July 1 – October 30 of 2016 and then terminates the contract.
Competitive Bid Process:
On March 10, 2016, HHSA released an RFP for CalFresh Outreach services. HHSA only received one proposal. That proposal was from YCCA. It was evaluated and determined to meet the minimum qualifications of the RFP.
