Recommended Action
  1. Approve and authorize the Chair to sign the contract with Pedro Eva MD Psychiatric Consultant, Inc. in the amount of $168,000 for the provision of locum tenens psychiatry services through June 30, 2017; and

  2. Authorize the Director of the HHSA, and her/his designee, authority to execute any additional forms, documents and/or amendments as necessary relating to this contract.

Reason for Recommended Action/Background
Pursuant to the County’s contract with the State of California re the provision of Specialty Mental Health Plan, HHSA is required to provide psychiatry services to either: 1) residents with severe and persistent mental illness who are indigent or 2) residents who are recipients of Yolo County Medi-Cal.  Approval of this contract will provide for the continuation of required outpatient psychiatry services specifically needed for seriously mentally ill consumers, reducing the risk of placement at higher level/cost facilities.
 
On September 19, 2014, the County Administrator’s Office (CAO) issued a Request for Qualifications (RFQ) seeking a Board Certified Adult Psychiatrist. The County only received one response, from a different locum tenens provider.
 
Since the RFQ was issued, the need for these services has steadily increased—especially given the changes in the number of qualified Medi-Cal recipients. Yet it has become increasingly difficult to find providers, due to national and statewide shortages in the field, increasing demand for psychiatry services, increasing number of Medi-Cal recipients as a result of the Affordable Healthcare Act, and competition with the private sector. The County has had an opening posted for several years for a staff psychiatrist that has remained unfilled. Further, the cost and expense of completing the competitive bid process when there is high probability of not receiving any responses is not a fiscally responsible use of County resources.  
 
Thus, on September 13, 2016, HHSA requested and the Board granted an any willing provider exception to the County’s Procurement policy as it related to psychiatry service providers. See Minute Order 16-116, Item No. 24.  Now, HHSA respectfully requests approval of this contract utilizing that exception.
