Reason for Recommended Action/Background
Presently, there are a handful of important pending matters involving the Yocha Dehe Wintun Nation that require regular engagement by a Board subcommittee.  Those matters include the Cache Creek Casino Hotel Expansion Project, a proposed fee-to-trust acquisition of about 250 acres, and the expiration of the existing County/Tribe MOU governing casino operations on December 31, 2020.  The existing Board subcommittee on tribal relations consists of the Chair and the 5th District Supervisor (Supervisor Chamberlain), and membership thus changes annually.  The existing subcommittee also has a general purpose and is not specifically charged with tasks relating to the pending matters mentioned above, although the Board did create an ad hoc subcommittee specifically dedicated to the fee-to-trust acquisition in March 2016.

For these reasons, staff recommend dissolution of the existing subcommittees in favor of a new ad hoc subcommittee with a defined purpose and fixed membership consisting of Supervisors Chamberlain and Villegas.  The purpose of the proposed ad hoc subcommittee is to engage with staff, the Tribal Council, and others on the three matters set forth above, as well as initial implementation of the new Tribal/State Gaming Compact (following federal approval).  It would exist through completion of a new or amended County/Tribe MOU prior to expiration of the current MOU in 2020.  Of course, the Board could review its need and purpose at any time and make any appropriate changes.

If approved by the Board, the new ad hoc subcommittee would replace the existing general subcommittee on tribal relations.  It would also replace the existing ad hoc subcommittee on the fee-to-trust application, created in March 2016 and consisting of Supervisors Chamberlain and Provenza.
