Reason for Recommended Action/Background
The County owns two properties (APN 43-160-43-1 and 43-210-29-1) in Reclamation District 999 to facilitate road maintenance in the south end of the county.  Reclamation District 999 provide levee maintenance, drainage, pumping and irrigation services.  At this time, the District is asking landowners to approve an increase in the operations and maintenance assessment for 2016 and for the years following.  The annual assessment rate would range between $1.75 to and including $3.45 per $100 of assessed valuation, but limited to no more than $2.58 in the first year.  In addition, the District would have the authority to increase the annual assessment to keep track with inflation, but at a maximum increase of 4%.  Currently, the County's annual assessment is $209.93 for the two parcels combined.
