Recommended Action
  1. Report accomplishments of two Drought Grants funded through the HOME Investment Partnerships Program (HOME) and the Community Development Block Grant (CDBG) Program;
     
  2. Hold a public hearing to receive comments regarding the County's HOME and CDBG Drought Disaster funding.

Reason for Recommended Action/Background
The County Administrator’s Office received funding through Community Development Block Grant and Home Investment Partnership Program grants to provide rental and utility assistance to low income households whose employment was impacted by the drought. The terms of these agreements have ended and as part of the grant Close Out Certification and Project Completion Report, a public hearing must be held in front of the governing body to notify the public of accomplishments funded by the grants.
 
On May 30, 2014 the State of California Department of Housing and Community Development (HCD) released two Notices of Funding Availability (NOFAs) for direct relief and mitigation of the effects of the 2014 California Drought Disaster under the HOME Investment Partnerships (HOME) Program and the Community Development Block Grant (CDBG) Program.

Eligible applicants for these two NOFAs are limited to non-entitlement cities and counties in designated drought areas. For Yolo County this includes the County, City of West Sacramento, City of Winters, and City of Woodland. Because the City of Davis is an entitlement city and a participating jurisdiction, it is ineligible for either State CDBG or HOME funding.

When the funding announcements were released County staff participated in a discussion with representatives from each eligible jurisdiction and Yolo County Housing. It was identified that if each jurisdiction applied individually, the location of services would be limited due to grant stipulations. In order to provide the greatest flexibility of funding, it was determined that the County would be the most appropriate organization to pursue the funding, with Yolo County Housing as a sub-recipient to conduct actual service delivery.

The County of Yolo was approved for $300,000 under the following NOFA:

The HOME Program is for Tenant Based Rental Assistance (TBRA) as partial mitigation of the effects of the 2014 California Drought Disaster to provide rent subsidies and/or security deposits to eligible low-income households displaced for drought-related reasons for a term of six months.

The County was approved for $250,000 under the following NOFA:

The CDBG Program is for direct relief and mitigation of the effects of the 2014 California Drought Disaster to provide up to 30 days of assistance for rent in arrears, and up to 60 days for current and future rent and utilities for those individuals affected by drought-related loss of income.

Attachment A outlines the accomplishments related to both grants.  Yolo County Housing will present these accomplishments to the Board in order to receive public input.
