Reason for Recommended Action/Background
The County Art in Public Places Policy outlines the Board's commitment to expand the public's experience with the visual arts by making available to County residents artwork of the highest quality.  To that end, all capital projects are required to include a line item in the project budget for the acquisition, design, creation, installation and maintenance of public art. The purpose of this policy is to integrate the work and creativity of artists into the planning, design, and construction of county facilities, buildings, and public spaces; and to enhance and enrich the county's physical environment and public spaces.  All County capital projects (excluding roads projects) with budgets over one hundred and fifty thousand dollars ($150,000) including all bond projects (unless specifically exempt), grant-funded projects, and all other capital projects funded from other sources are subject to this policy. (Attachment A)

The Juvenile Detention Gym, Treatment and Visitor Center is currently under construction and YoloArts has developed the attached Art Plan for the nature, selection and placement for the public art to be placed at the new multi-purpose facility.  The art work for the facility shall: Draw inspiration and context from the intrinsic value of supporting our youth and their families;   Provide motivation for youth, families and the community to mend and build a stronger, healthier community; Inspire the opportunity to change, or transition youth to an independent, healthy future; Instill social values of respect and appreciation for individual rights and social morals; Evoke a strong sense of reclaiming the future; Consider the design and architecture of the site; Meet the scale of the surrounding buildings; and, Be reflective of the cultural diversity of the Yolo county communities served.  Incorporating youth art, supports the goals of Yolo County and YoloArts' existing arts education programs in Juvenile Detention.  The program goals include maintaining quality arts education unique to the population and their environment; inspiring collaboration engagement and providing youth the opportunity to constructively communicate their personal voice.  The Plan outlines the process and strategies that will be utilized to advance these goals for the artwork to be placed at the new facility.
