Reason for Recommended Action/Background
The Yolo County General Services Department and Health and Human Services Agency are requesting approval of a $253,497 contract with Abide Builders, Inc., for various tenant improvements at the Yolo County Mental Health Wellness Center located at the Bauer Building, 137 N. Cottonwood Street, Woodland. Requests for proposals for the tenant improvements were received by General Services on October 13, 2016, and Abide Builders Inc., the lowest-bidder, was awarded the contract.  The Yolo County Board of Supervisors previously approved plans for the development of this center when approving the Mental Health Services Act (MHSA) Three-Year Plan, and accepting the Annual Updates for the 15-16 and 16-17 fiscal years. 

As stated in Yolo County's original MHSA Three-Year Program, "The Adult Wellness Alternatives program will help advance the goals of the MHSA by providing to adults with serious mental illnesses comprehensive community mental health services that are voluntary, client-directed, strength-based, built on principles of recovery and wellness, and delivered responsively and respectfully in the community in a  manner sensitive to the cultural needs of each individual served... a center will be developed to interface the various supports ad services... The center will be strategically located for easy access to other mental health and county resources and will be available for all consumers."  The current facility lacks appropriate food preparation, cooking, dish-washing and cleaning areas which are necessary in order to enhance life-skills training for all clients living independently, or those moving toward independent living. 

Construction is slated to begin upon execution of this contract and be completed in mid-2017.
