Approve and authorize the Director of Community Services or his/her designee to enter into a third amendment to extend the term to December 31, 2019, and future amendments to the license agreement with Accela, Inc. to continue use of the Decade's Licensed Programs and services for EnvisionConnect, EnvisionConnect Online and Press Agent. (No general fund impact) (Lindbo/Crabtree)
Recommended Action
Authorize the Director of Community Services or his/her designee to enter into the third amendment to extend the term to December 31, 2019, and future amendments to the license agreement with Accela, Inc. to continue use of the Decade's Licensed Programs and services for Envision Connect, Envision Connect Online and Press Agent.

Reason for Recommended Action/Background
The Department of Community Services, Environmental Health Division utilizes Decade's Licensed Software including Envision Connect, Envision Connect online, and  Press Agent to manage business operations such as:

 
  • Consolidated data management
  • Paperless inspections on tablets
  • Public access to online inspection reports
  • Client self-service online portal
  • Activity tracking, workload assessment and time management
  • Compliance tracking
  • Permitting and licensing
  • Complaint and service request tracking and management
Decade's licensed software is owned by Accela Inc. The Environmental Health Division has held license agreements for Decade's licensed software programs for over fifteen years.

The reason for this recommended action is to streamline the approval process by giving the authority to the department head or his/her authorized signer to enter into this Third Amendment to the license agreement and future amendments with Accela Inc. rather than to request the Board's approval for each future amendment.

This license agreement does not duplicate or replace Infor since Infor does not provide the services or capabilities that are provided by the services obtained through this license agreement.
