Authorize the Board Chair and Vice Chair to screen applications, interview candidates and make a recommendation to the Board of Supervisors regarding the appointment of an at-large Planning Commissioner. (No general fund impact) (Echiburu)
Recommended Action
  1. Authorize the Chair and Vice-Chair to review applications and interview candidates for the at-large Planning Commissioner position; and
     
  2. Upon completion of the application review and candidate interviews, direct the Chair and Vice-Chair to return to the full Board with all applications and a recommendation for Board action which may include additional interviews of one or more applicants before the full Board.

Reason for Recommended Action/Background
The purpose of this item is to confirm the Board's support for the application review and interview process initially discussed on January 15, 2019 for the at-large Planning Commission seat.

The Yolo County Planning Commission is comprised of seven members appointed by the Board of Supervisors.  Each Board member appoints one Commissioner, subject to Board concurrence, from their respective district and two at-large commissioners are voted in by all Board members.  One of the two at-large positions on the Planning Commission is vacant due to the expiration of the term of Jack Kasbergen. Yolo County Code provisions relating to candidate qualifications and appointments to the Planning Commission are included as Attachment A to this Board letter (See Section 2-2.1602). The current members of the Planning Commission and other information relevant to the current composition of the Commission is provided in Attachment B. 

As discussed on January 15, the Chair proposes a selection process that entails initial application review and candidate interviews by the Chair and Vice-Chair, who would then return to the Board with a recommendation.  The recommendation may be for appointment of a single candidate from the applicant pool.  But the recommendation could instead include, among other things, a proposal for further review (including interviews) of one or more candidates.  At the time of the recommendation, all other applications will be available to the Board for review and all candidates may be discussed at the time of the Chair and Vice-Chair recommendation.  The discussion could lead to the nomination of a different candidate for appointment from the applicant pool or additional steps in the appointment process, such as a second round of interviews or other steps to ensure all candidates are fully vetted and that each Board member has sufficient information to make a decision.
