Recommended Action |
- Approve and authorize the Chair to sign agreement number 18-HEAP-00041 with Business, Consumer Services and Housing Agency (BCHS) to receive funding in the amount of $ 1,341,828.15 from the date of receiving BCSH’s approval through October 31, 2021, to provide a range of eligible services to address the immediate emergency needs of homeless individuals and individuals at imminent risk of homelessness in Davis, Woodland/Yolo County Continuum of Care Region; and
- Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to these agreements, provided there are no significant programmatic or financial changes.

Reason for Recommended Action/Background |
This agreement offers an opportunity for Yolo County to receive one-time allocation funding to address the immediate emergency needs of homeless individuals and individuals at imminent risk of homelessness in the service area. Staff intends to use these funds to pay for rental assistance or subsidies, capital improvements, homeless youth services and other relevant services for the benefit of homeless individuals.
Funds available through the Homeless Emergency Aid Program (HEAP) are allocated within homeless Continuum of Care (CoC) service areas, and may only be applied for by an administrative entity designated by the local CoC. In Yolo County, the body serving as the CoC is the Homeless and Poverty Action Coalition (HPAC). HPAC has formally designated the County of Yolo as the administrative entity for HEAP funds.
The County, as the administrative entity for HEAP funds, will received the funds, establish subcontracts with local providers, and conduct all monitoring and reporting related to these funds. The County provided staff support to the Homeless and Poverty Action Coalition (HPAC) as it held a fair and open local process to determine use of the funds, and will establish subcontracts based on that process.
Approval of this agreement will provide resources for the County to effectively manage issues of homelessness in the Yolo County community. |

The Homeless Emergency Aid Program is not a competitive funding process and will come to Yolo CoC (though Yolo County as the Administrative Entity) in the form of allocation to be spent by June 30, 2021. There is no immediate fiscal impact associated with this item and it does not require a match. Once the allocation is received, staff will address fiscal impacts as a part of the budget process. The County of Yolo has planned to spend the allocated money towards various activities as below:
