Reason for Recommended Action/Background
On July 31, 2018, the Department of Health Care Services (DHCS) released the application process and funding allocations by County for one-time Homeless and Mentally Ill Outreach and Treatment (HMIOT) Program funds authorized as part of the State’s fiscal year 2018-19 Budget Act.  On September 11, 2018 the Yolo County Board of Supervisors authorized the Yolo County Health and Human Services (HHSA) to participate in and received funds from the HMIOT Program. HHSA submitted the application and received confirmation of approval from DHCS on October 2, 2018 and received the allocation of $213,000 in November 2018.

The HMIOT Program is designed to provide flexible one-time funding for county activities involving individuals with serious mental illness and who are homeless or at risk of homelessness. Funds can be used for any purpose related to serving the target population, so long as they are fully expended by June 30, 2020. Counties may apply for their allocation by submitting a letter of intent and resolution approved by the Board of Supervisors.

Yolo County HHSA intends to utilize the allocation to provide flexible direct housing subsidies to individuals and/or families with severe mental illness who are living homeless or are at risk of homelessness in Yolo County.  Subsidies may include, but are not limited to, rapid rehousing expenses, eviction prevention, emergency hotel/motel stays, shallow subsidies, transitional housing, removing move-in/leasing barriers and other direct, practical supports specific to accessing and maintaining housing.

This agenda item does not impact the General Fund. The funding for this action has been received from the State and must be used by June 30, 2020. Funding for this new allocation amount was not included in the fiscal year 2018-19 Adopted Budget as staff had not received the allocation amount at that time.

The budget resolution associated with this agenda item places this new funding source into a Budget Unit titled after the Community Services Block Grant (CSBG). Please note that while the budget unit is titled after the CSBG grant, it has expanded in recent years to include several different grants and funding streams related to homeless services. The name of the budget unit does not fully reflect the funding sources included within it at this time.
