Recommended Action |
Approve and authorize the Agricultural Commissioner to sign Agreement 18-0294-010 SF between the State of California Department of Food and Agriculture and the County of Yolo Agriculture Department to reimburse the County $132,431.12 for staff to use the Detector Dog Team to detect the presence of any unwanted plant pests in parcels, airfreight and nursery stock, including species, diseases or other harmful organisms that may pose a threat to the economic well-being of the State from July 1, 20181 through June 30, 2019. |

Reason for Recommended Action/Background |
The United States Postal Service (USPS) distribution center in West Sacramento, CA doubled its capacity in 2013 by absorbing the duties of the Yuba-Marysville and Stockton facilities. The center now serves 20 counties in central and northern California. Sacramento and Yolo County biologists have been working with the Sacramento based canine unit to inspect a sample of the parcels moving through the USPS facility. In the course of a year of inspections, over 200 pests of quarantine significance were intercepted; these results surpass all other parcel inspection programs combined for the State's 13 dog teams. The funding will allow Agriculture Department biologists to inspect a large sample of USPS packages, intercept harmful pests, and provide data for the State's reevaluation of its Pest Exclusion program. The State's most recent annual report (FY 17/18) detailing the results of this program is provided for informational purposes as Attachment B. |

Anticipated revenue and cost for dog team inspections is included in the Agriculture Department's 2018-19 budget. The $132,431.12 cost for postal inspections will be offset by reimbursement from the CDFA. |
